HomeMy WebLinkAboutAgenda Report - January 15, 1986 (96)TC THE CITY COUNCIL FROM THE CITY MANAGER'S OFFICE SUBJECT PtkiLIC HEARING i REICY RDiNG UDZI T TRANSIT N= DATE € .`arua_ry 15, 1986 Pursuant to the State of California Transportation Development Act, it is necessary that the City advertise and hold one or more public hearings to receive testimony on any unmet transit needs which may exist in the local area. In order to have the greatest public input at these meetings, Council set public hearings for the following times and places: a) 1:00 p.m., January 15, 1986 Loei Center, 105 South Washington Street, Lodi b) 7:30 p.m., January 15, 1986 at the Regular Meeting of the Lodi City Council The stated purpose of the hearings is to: "receive testimony identifying or ccmmenting on unmet transit needs that may exist within the jurisdiction of the claimant and that might be reasonable to meet by establishing or contracting for new public transportation or specialized transportation services or by expanding existing services." Pursuant to law, notice of the public hearings was published in a newspaper of general circulation at least ten days prior to the hearings and specified the transportation planning agency's irt.ant to identify unmet transit needs within the jurisdiction. The Transportation Development Act also p )vides that in addition, the agency should notify those persons and organizations that it knows, through its citizens participation program, who have an interest in the subject of the hearing. Accordingly, notices of the public hearings were sent to the following: Loel Center Lodi Public Library for posting on the public bulletin board Lodi Po)ice Department for posting 50+ Club Senior Citizens Center Casa de Lodi Arbor Mobile Home Park Almond Drive Estates City Cab Canpany San Joaquin County Council of Goverrmlents The Council needs only to receive public testimony at these public hearings. NOi ICE OF PUBLIC .IMPJRIvGs REGARDING cT TRANSIT NEEDS WITHIN THE CITY OF IODI NOTICE JS IEREBY GIVEN that on Wednesday, January 15, 1986 at hour of 1:00 p.m. or as soon thereafter as the matter may be heard, the Lodi City Council will conduct a Public Hearing at the Lcel center, 105 South Washington Street, Lodi, to receive testimony concerning the unmet transit needs within the City of Lodi. NOTICE IS FURTHER GIVEN that cn Wednesdays, Jarnlary 15, 1986 at the hour of 7:30 p.m., or as soon thereafter as the matter may be heard, the Lodi City Council will concuct a seccnd Public Hearing at the time of the regular Council Meeting set for that date at City Hall, 221 West Pine Street, Lodi, to receive tertimcny concerning unmet transit needs within the City of Lodi. Information regarding this matter may be obtained in the Office of the City Clerk. All interested persons are invited to present their views. Written statements may be filed with the City Clerk at any time prior to the hearing scheduled herein and oral statements may be made at said hearings. REVERE CITY CLERK fx� 1:00 p.m., January 15, 1986 Loel Center, 105 South Washington Street Lodi, California The meeting was called to order by Mayor David Hinchman who made the following introductions: Gordon Mocre, County Council of Goverroents Planner Jerry Glenn, Assistant City Manager Alice M. Rebrche, City Clerk Mayor Pro Tempore Fred Reid was also in attendance. Mayor Hincimen then explained to the audience the purpose of the meeting and the procedure to be followed for receiving public testimony. The following persons gave testimony regarding unmet transit needs within the City of Lodi and the City's Dial -A -Ride area: 1. Mrs. John Schook, 906 Kirk -wood Drive, Lodi - stated that she felt there was a need for a transit system that would serve every citizen, not just Dial -A -Ride. 2. Mr. John Ochsner, 5 Chestnut Street, Dodi, representing the Senior Citizens' Club - stated that there is a need for Saturday and Sunday Dial A Ride ser-rioe and for longer daily operation of Dial -A -Ride. Follcwing Mr. Ochsner's inquiry, Assistant City Manager Gleet responded that the Lodi City Council sets the hou::s of operation for the City's Dial -A -Ride Program and reviewed the present hours of service. 3. Laura Cates, 336 Louie Avenue, Lodi - stated that sh9 feels that the program should be exparxied to include transportation between Stockton and Lodi. 4. Helen Locy, Acampo, Road - indicated the need for Dial -A -Ride service to be expanded into Acampo. Assistant City Manager Glenn apprised those in at:eendance that the program presently includes the Arbor Mobile Home Park in AcanW- 5. Laura Bohrn, 3600 E. Peltier Road, Acampo - also asked for expansion of the service into Acanpo. Follcming introduction of the matter by Mayor HinchT n, and discussion by those in attendance, the need for a better program of advertising the Dial-A-Ride Program became apparent. 6. Anna Mae White, 301 E. Oak Street, Lodi - talked about three people beinj able to ride on one ticket if they were picked up at one '.ocalion and dropped off at one location. She felt that this -.as a zeal bonus to those using Dial-A-Ride. 7. Shirley Kleim, Loel Center - talked about general public ridership and the need for additirmial advertising regarding this service. Ms. Kieim also talked about the need for separate Dial-A-Ride s,-zvice to handicapped and to general ridership. B. Milta Gorton, 412 1/2 Eden Street, Lodi - indicated that she felt one service could be used by everybody. 9. Dallas Stafford, Dial-A-Ride driver - stated that if riders would be ready when they arrived, better service could be given to all users in the ccmmmity. It was suggested by Shirley Klehn that brochures could be passed out to all Dial-A-Ride users outlining policies of the Dial-A-Ride program, including rider responsibilities. It was also pointed out that Dial-A-Ride drivers assist riders with carrying in groceries and in entering and exiting Dial-A-Ride vehicles. 10. Stanley Harkness, 700 S. Cardinal Street, Lodi - asked questions regarding the amount of dollars paid to City Cain for Dial-A-Ride. Assistant City Manager Glenn addressed the group regarding the agreement with City Cab for the Dial-A-Ride Program, and respor4ed to questions as were posed. 11. Following an inquiry as to whether or not there was still train service to Lodi, Mr. Moore from C.O.G. responded that there was not. Following an inquiry by Mayor Hinchman, Assistant City Manager Glenn addcessed the group about Dial-A-Ride holiday service. Milta Gorton stated that she felt that Dial A Ride deserved a "vote of thanks". There being no other persons wishing to give additional testimony, Mayor Hinchman adjourned the hearing at approximately 1:30 pn. ATTEST: ALICE M.
