BACKGROUND INFOR14ATION: For the past two :,r three year& the Central Valley Division has been conducting its business on annual revenues totaling $825. Councilrrember Randy Snider, in his capacity of division president, has proposed a per capita clues structure that would produce increased revenue with which to ca educt significantly expanded division business. The attached mem (Exhibit A) with alternate dues schedules was presented to the division's Executive Camittee at a meeting ir. Modesto earlier this month. The committee we s in agreement that the proposal of a per capita assessment w as acceptable, probably w it h a $500 rrvtimum levy on any one city. City representatives were requested to review this with their respective City Councils and then report back to the division president. The attached rremn sets forth the kinds of division activities that rright be funded by the revenues realized from such a dues schedule. President, Central Valley Division The present dues schedule for cities in the Central Valley Division of the League of California Cities generates annually $825 for the conduct of division business. It is my contention that there is much rmre the division can and should be doing as an organization to further the activities of the Central Valley Division and the League of Cal.iforra.a Cities. With this in mind, I am suggesting, for the Executive Ccsnnittee's review, evaluation and perhaps action, a suggested dues schedule that would enable this division to function more efficiently and be more truly representative of our cities. Attached (Exhibit A) is a schedule that presents the existing dues structure, a suggested dues structure on the basis of .01C per capita with a maxininn of $500 per city.. and a dues structure on the basis of .01C per capita with a maximum of $750 per city. The maxh-tums. are suggested because of the impact on two cities in the division (Stockton and Modesto) who, ecrrbined, total approximately 51%of the division's population. The $500 maximum generates annually approxidrately $3,745.00 in annual. revenue for the division's operations. The $750 maximum generates annually approximately $4,245.00. We are a division amprised of 24 cities, ranging in size frcrn Stockton (pop. 169,147) to Angels (pop. 2,302). Because of size and financial resources, sore of uur cities are better equipped than others to absorb the cost of participating in division and League of California Cities activities. I feel that all of our cities, regardless of size, should be afforded the opportunity to serve on and participate in League of California Cities cc mittees and other activities. This is erre reason that I suggest a more financially productive division dues schedule. The kinds of activities which might he funded by the revenues realized frau such a dues schedule would be the following: . Central Valley Division reception at the annual ecnference of the League of California C i t i e s . Executive Carmnittee meetings . Travel expenses (air fare, food and lodging) for attendance at League of California C i t i e s policy Cc miittee meetings . Special meetings for Central valley Division officers . Expenses for guest speakers at Central Valley Division quarterly meetings . Mailings . Printing (letterheads, etc.) . Entertainment at Central Valley Division quarterly meetings Guest dinners (elected officials at the State and Federal level; ministers; college and university presidents; Chamber of Conrmrce presidents, etc.) I look forward to discussing this issue with you.
