AWARD - CONTRACT FOR "SALAS PARK CONCESSION STAND
FILL"
WHEREAS, in answer' to, notice duly published in accor-
dance with law and the order of this City Council, sealed bids
were received and.publicly opened by the City Clerk of this City
on December 30, 1981 at 11:00 a.m. for the -contract for
"Salas Park Concession Stand Fill".as described in the specifi-
cations therefor approved .by',the -City'Couhc l December 9, 1981;
and,
WHEREAS, said bids have been compared, checked, and -
tabulated and a report`thereo-f.filed with t?ie City Manager as
follows

WHEREAS" the City Manager recommends that award be made
.to the low bidder, Marvin Smith Construction Co.
NOW, THEREFORE, BE IT RESOLVED by the City Council of
the City of Lodi that award of contract for "Salas Park
Concession Stand Fill" be and the same is hereby made to
,Marvin Smith Construction Co., the low bidder, in the amount
of $5,950.00.

RE: Bids for I,grting Salus Park
DATE: January 18, 1982
Even though the Birdsong bid seems higher than the others,
because of the design of their product it is in essence
the cheaper in the long run for the following reasons:
1. Assembly -- The Birdsong unit comes all assembled and
ready to install, while with the others it is necessary
to put everything together. In order to do so you must
purchase many items, the major of which are:
a. Panels for each pole
b. Crossarms
c. Fuses
d. Wire
Of course, you must also have the labor to assemble the
above versus the preassembled Birdsong product.
2< Installation -- With the Birdsong, when the unit is hung
on the pole, everything is concealed in a metal erossarm,
makina.for a neat installation and with all wires pro-
tected-, which also givers a more esthetic installation.
It might also be pointed out that because of the Birdsong
design, since it is pre -aimed, it will save on labor. Bird-
song gives a 5 -year guarantee on aiming and light adjusting
as well, along with a 2 -year guarantee on all products.
Consequently, along with the figures submitted by the Utility
Dept., we wholeheartedly recommend that Birdsong be given the
bid as submitted.

RECOMMENDED ACTION: That the City Council award the bid for "SALAS PARK
CONCESSION N ILL" to Marvin Smith Construction Company, the low bidder,
In the amount of $5.950.00-.
BACKGROUND INFORMATION: Plans and specifications for this project were
approved by the C ty Council on December 9, 1981. Bids were opened on
Wednesday, December 30, 1981, and the following 6 bids were received:

Engineer's Estimate 8,500.00
Although the contractor has had no Public Works contracts in California,
he has done Public Works projects of a similar nature in the state of
Nevada and is licensed in both states.
This department has done a background check on the low bidder, and it is
felt he should be awarded the bid.
