(9) The Eoorxmic Development Comnission shall facilitate public and private sector coordination in the developnent of specific progrm s and projects. On motion of Councilman Hughes, Pinkerton second, Criurcil adopted Resolution No. 82-4 set forth above with the following amendments: The following sentence was deleted fran paragraph thirteen: "A City of Lodi staff person shal?. act as an ex- officio manber of said Canuission and shall act as a liaison bebieen the City Council and the Caunission" Item 5 listed under "Duties" was amended to read, "The Ekpon=ic Development Camdssion shall recommend and advise the City Council on City priorities in the area of economic development through a oanprehensive set of goals, objectives, and strategies CoL-Y-i1 directed that the charge of this Cacmission be discussed at a future Informal Infonnational Meeting. The following resolution introduced to the Council by 0ouncilman Pinkerton. A lengthy discussion followed with questions being posed by members of the Council as to the evAct charge of the proposed Commission. A RESOLUMON OF 7M CITY COUNCIL OF THE MY OF IMI EMAMMUM AN EOONOMIC DEVELOPNENr OOMMISSION IN MIE CITY OF WDI MEFTAS, the City (buncil of the City of Lodi f inds that it is necessary and essential that the City use all practical means and measures to pranote and enhance economic development and increase opportunities for useful OW10Yment, within the City of Lodi; and MMM�S, the City Oouncil of the City of Lodi further finds that it is in the City's best interest to seek out industrial and cournercial enterprises with the intent of having said industrial and commercial enterprises locate or relocate within the City of Lodi in order to promote and enhance the economic developnent and increase opportunities for useful aVloyment within the City of Lodi; NOW, UOUNMRE, in order to prumte and enhance the e0oranic development and increase opportunities for useful employment within the City of Lodi, the City Cmn=il of the City of Lodi hereby establishes an Economic Development Commission. The Commission shall consist of eight menbers to be appointed by the Mayor with the consent of the City Council. Said members shall serve at the pleasure of the City Council, and may be removed fran office am. without cause upon an affirmative vote of three (3) 0ouncilmembers. At least one repre;entative of the following vocational categories shall be selected for membership on the Bomxmiic Developnent Camnission: (1) Cmvercial (Business person) (2) Developmen-c (3) Real Estate (4) Finarycial (5) Architecture/&gineering (6) Accountancy (7) Industrial (8) A representative of the San Joaquin County EcMxmic Development Agency Members of the Bcormic Development Cmvdzsion shall serve without compensation. All members of the Ommission shall be entitled to such expenses as approved by the City Council. The terms of the office of the members of the Economic Development CaTmission shall be four years fran the respective date of appointment, Wadded however, that terms of office of the various members of the Economic Development Canniss-ton adopted after the effective date of this Resolution shall be determined by lot so that there will be staggered terms with one member to serve one year, two members to serve two years, two members to serve three years, and two members to serve four years. The representative from San Joaquin County Economic Development Agency shall serve for the same term as said representative serves as a representative to the san Joaquin County FAxncxnic Development Agency. N"M Any member appointed to fill a vacancy occ uring prior to the wqaration of the term for which the predecessor was appointed shall be appointed for the remainder of such term. There shall be no restriction on the nunber of consecutive beans an individual may serve subject to their reappointment by the City Council. The Economic Development Ccomission shall have powers to elect its own presiding officer with the title of Chairperson, and such other officers as may be necessary or expedient and to adopt rules of order and procedure. The Economic Development Commission shall meet at the call of the Chairperson or majority of the Commission, but not less than one time every month. A Majority of the members of the Economic Developrent. Commission shall constitute a qwrm,* and a majority of the quorum is sufficient for the Commission to take action. The Coontission shall keep an accurate record of its prIo- ceedings and transactions. The deliberations of the Economic Developnent. Commission shall be held in public session, but this shall not constitute the sessions as public hearings as a matter of right, open to the participation by madxws of the general public at large, except at the will of the majority of the Economic Development Commission. The City of Lodi shall furnish to the Bconcndc Development Commission adequate secretarial assistance, professional mWpDrt staff, and meeting space, contin- gent upon the availability ity of funds. Upon the request of the Econcodc Development Comnission, the City shall also make available the services and advice of various admininstrative departments. The BoOnanic Development Commission shall collect information on opportunities for business and investment in the City of Lodi. The Ec=mic Development Commission shall prepare pwf-hlets explaining opportunities within the city. The Rxxxraic Development Ommission shall prepare pamphlets outlining City regulations affecting businesses. The Doo emir. De-melopment.
