An environmental assessment was presented by consultant, CH 2 M Hill representative Al Speers. Mr. Speers outlined the existing setting, historical property survey, and environmental impacts. The right-of-way acquisition process and the am relocation process was outlined by Cal -Trans representative Cherie Sivell of its Planning and Local Assistance Section. Diagrams of the subject area were presented and Staff and the representatives of Cal Trans and CH2 M Hill responded to questions as were directed by Council. The following persons presented testimony on the matter: a) Steve Culbertson, 1237 S. Stockton St. Lodi. b) Gerhard Meinecke, owner of property at 1240, 1241, and 1244 S. Stockton St. Lodi. C) Gene Yarborough, 8404 E. Orchard Rd. Lodi. d) Wayne Koepplin, 1226 S. Stockton St. Lodi: e) Beckie Field, 512 S. Stockton St., Lodi, speaking on behalf of her grandmother. f) Dale Drege, 323 S. Stockton St., Lodi. g) Patty Allen, 422 S. Stockton, St., Lodi. h) Debbie Scallorn, 1131 S. Stockton St., Lodi. i) Jeff Pell, 425 E. Vine St., Lodi. j) Wayne Trevino General Manager, Pacific Coast Producers. k) Betty Gray, 208 Tokay St., Lodi. Following a lengthy discussion, Council, on motion of Councilman Pinkerton, Murphy second, set another Public Hearing regarding the Stockton Street jY-• Improvement Projects, Kettleman Lane to Lodi Avenue r, for Wednesday, 8:00 p.m., February 17, 1982. ATTENTIGN: Gity mayor and �;ouncit res a p_,. ` f this letter to express any concern in the street project pre- sently being considered in front of my house and many other houses and apartments on atockton street. I will agree we need some improvements made on the street because lt has been ne- glected for many years. It is the0extent of these improvements that need to be studied at this time prior to making any de- cisions involving 12" million.dollars of taxpayer money, some of which live on this street. Under the proposed project, I personally will only have a jog in the street straighted out and perhaps end up with a sidewalk a few feet' froth my front door and this is acceptable because upon purchase of the house I took this into consideration but the iaea of a four lane road in t'•:is part of town capable of handeling 21Uu cars per hour is. a little blown out of porportion. in Lhe pact week I've counted. • frum 4 - 5 P-,- not more than 250 cars. In the peak of cannery season there was a count made of 650 cars per hour according toy the envirunmental report. There is very little room left on Stockton street for any more growth in this part of town so y ° my opinion you will end up with a four lane roadway and nobody'.` driving on its except during cannery season and that is fbr a month period only. I would- like you as our elected officials to consider this project and x see if were not going just a little over on..the extent of this_ project. It includes short presentations by our consultant, CH2MHIii, and Cal -Trans personnel who have been involved in the project. Also included are items that must be covered in accordance with FHWA requirements. One of these requirements is that there be a 10 -day period (minimum) before a decision on the project is reached. During this time a transcript of the hearing will be prepared and reviewed. At a subsequent council meeting, the project alternative can be selected - preferably this date will be set at the end of the hearing. Slex!( ck L.
