Purchase power costs URGENCY ORDINANCE have increased an average of $265,000 a month* NO. 1250 ADOPTED (264), as a result. The Phase II increase is scheduled to become effective March 12, 1982, but its exact size is not known at this time. The City is currently negotiating a power purchase contract with the Western Area Power Administration (WAPA) for lower cost energy from the Central valley Project (CVP). It is anticipated that delivery of this energy will commence sometime during February, 1982. The amount of energy to be supplied at CVP rates will vary from month-to-month, but is estimated at 254 for the calendar year 1982. Current City retail base rates were established in October 1980. At that time, Residential Rate (EA) was set at City cost for 0-500 kwh, and less than P.G. & E.'s winter/summer average retail charge, above 500 kwh.** Commercial and industrial rates were set 5% below P.G. & E., at 'bench mark' levels of consumption, which are as follows: Commercial/Small Industrial (En) 1,550 kwh/mo. Intermediate Industrial (S -I) 33,800 " ��. Council discussion followed with questions being directed to Staff. Mayor Pro Tempore Murphy indicated his concern over escalating energy costs and that he would be registrating a "no" on this matter in protest over recent PUC actions. Councilman Hughes then moved for the adoption of Urgency Ordinance No. 1250 approving interim electric rates as proposed to become effective with utility bills.prepared on or after January 7, 1982 (next billing cycle following implementation of P.G. & E wholesale rate increase, Phase I). The motion was seconded by Councilman Ratnich and carried by the following vote: Ayes: Councilmen - Hughes, Ratnich, Pinkerton and McCarty (Mayor) Noes: Councilmen - Murphy Absent: Councilmen - None Council during the discussion on this matter asked the City Manager to provide a report on unbudgeted NCPA assessments to date. January 4, 1982 RECOMMENDED ACTION: That the City Council approve interim electric rates as proposed herein, to become effective with utility bills prepared on or after January 7, 1982 (next billing cycle following implementation of P.G.& E. wholesale rate increase, Phase I). BACKGROUND INFORMATION: Phase I of the current P.G.&E. wholesale base rate increase became effective January 1, 1982. Purchase power costs have increased an average of $265,000 a month* (26x), as a result. The Phase II increase is scheduled to became effective March 12, 1982, but its exact size is not known at this time. RATES:* For each 6,000 lumen gas discharge lamp - $9.20 per month. For each 18,000 lumen gas discharge lamp - $16.55 per month. RELIABILITY: The City will endeavor at all times to provide a regular and uninterrupted supply'.. of service, but in case the supply of service shall be interrupted or irregular or defective or fail from causes beyond its control or through ordinary negligtnce of employees, servants or agents, the City will not be liable. CHARACTER OF SERVICE: Lamps shall be approximately 6,000 or 18,000 lumen gas discharge with luminaire and bracket, as specified by City of Lodi Utility Department, and shall be supported on City -owned poles which are used to carry distribution system circuits for other P City purposes and shall be at locations approved by City of Lodi. Lamps will be controlled to burn from dusk to dawn each night so as to give approximately .4,380 hours of lighting service annually. LAW SERVICING AND RELOCATIONS: Upon receipt of notice from customer of failure of light to operate as scheduled, the City of Lodi Utility Department will, within a reasonable period of time, make the; necessary repairs. z City of Lodi will, at customer's request, relocate existing outdoor lighting service equipment, provided customer reimburses the City for the net expense to City incurred -therewith. In cases where the use of energy is intermittent or subject to violent fluctuations, a 5 -minute interval may be used. A thermal type of demand meter which does not reset after a definite time interval may be used. (c) Off-peak Demand: Any customer whose billing demand has exceeded 400 kw for three consecutive months and thereafter until it has fallen below 300 kw for twelve consecutive months utay, upon request, for billing purposes, and under a contract for ser✓ice for a period of five years, have demands ignored which occur between 10:30 p.m. and 6:30 a.m. of the following day and on Sundays and the follow- ing holidays: New Year's Day, Washington's Birthday, Memorial Day, Independence Day, Labor Day, Veterans' Day, Thanksgiving Day and.Christmas Day, as said days are specified in Public Lacs 90-363 (U.S.C.A. Section 6103). (d) Voltage: Service on this schedule will be supplied at the transmission or the primary distribution voltage available or, at the option of the customer, at the secondary voltage available. Where secondary voltage is desired and polyphase power is to be combined with single phase, a four -wire service will be supplied. (e) Voltage Discount: (1) When delivery hereunder is made at the same primary distribution voltage as that of the line from which the service is supplied, or (2) when sufficient capacity is not available in distribution facilities existing in the area to supply the customer's requirements, and the City has elected to supply service from a transmission line due to operating necessity, a discount will be allowed on the above charges, including the minimum charge. Rate I discount will be 47. of the demand and energy charge. Rate II discount will be 15� per kw of billing demand in the month. The City retains the right to change its line voltage at any time, after reasonable advance notice to any customer receiving a discount hereunder and affected by such change, and such customer than has the option to change his system so as to receive service at the new line voltage or to accept service (without voltage discount) through transformers to be supplied by the City. (f) Power Factor: When the billing demand has exceeded 400 kw for three con- secutive months and thereafter until it has fallen below 300 kw for twelve consecutive months, bills will be adjusted for weighted monthly average power factor as follows: The total charge (except the minimum charge) for any month as computed on the above rates will be decreased or increased, respectively, by 0.1% for each 1% that the average power factor of customer's load in the month was greater or less than 85%, such average power factor to be computed (to the nearest whole per cent) from the ratio of lagging kilovolt ampere hours to kilowatt hours consumed in the month. BACKGROUND INFORMATION: Phase I of the current P.G.&E. wholesale base rate increase became effective January 1, 1982. Purchase power costs have increased an average of $265,000 a month* (26%), as a result. The Phase II increase is scheduled to become effective March 12, 1982, but its exact size is not known at this time. The City is currently negotiating a power purchase contract with the Wes -tern Area Power Administration (WAPA) for lower cost energy from the Central Valley Project (CVP). It is anticipated that delivery of this energy will commence sometime during February, 1982. The amount of energy to be supplied at CVP rates will vary from month-to-month, but is estimated at 257. for the calendar year 1982. Current City retail base rates were established in October, 1980. At that time, Residential Rate (EA) was set at City cost for 0-500 kwh, and less than P.G.&E.'s winter/summer average retail charge, above 550 kwh.** Commercial and industrial rates were set 5% below P.G.&E., at 'bench mark' levels of consumption, which are as follows: Commercial/Small Industrial (EB) 1,550 kwh per month Intermediate Industrial (S -I) 33,800 " of to Large Industrial (S -II) 2,300,000 " to to PROPOSAL DETAILS: It is proposed that the City adjust its electric rates in two steps; Step 1 at this time and Step 2 when sufficient information is known about the P.G.&E. Phase I increase appropriately among all customer classifies tions.
