Council was apprised that the Officer of Revenue Sharing has �\
issued as final certain deferred provisions of its January
5, 1981, Section 504 regulations prohibiting handicapped
based discrimination.
RULES AMID The final rules became effective October 17, 1983. Admin -
REGULATIONS istrative Requirements which are now in effect were
Par"Im presented for Council's perusal. It is much too early to
REVENUE truly ascertain what this means to the City of Lodi. A
SHARING seminar is scheduled in Los Angeles on February 13 which
will more fully explain the requirements.
However, prior to January 17, 1984, the city must issue
necessary notices and anrtouncements that the City of Lodi
does not discriminate on the basis of handicapped status and
a "responsible" employee must be designated to co-ordinate
compliance of the new regulations.
Following di.scussiiln, on motion of Council Member Pinkerton,
Snider second, council directed that the City issue
necessary notices and announcements that the City of Lodi
does not discriminate on the basis of handicapped status,
designated Assistant City Manager Jerry Glenn to coordinate
compliance of the new Revenue Sharing regulations; and°
authorized the expenditures of up to $1,000 from Revenue
Sharing Fluids to cover costs of notices, training,, etc., to
provide for the initial steps of this program.

The Officer of Revenue Sharing has issued as final certain deferred

handicapped based discrimination.
The final rules became effective October 17, 1983. Attached are the
Administrative Requirements which are now in effect.
It is much too early to truly ascertain what this means to the City of
Lodi. A seminar is scheduled in Los Angeie.3 on February 13 which will
more fully explain the requirements.
Hever, prior to January 17, 1984, the cit; must issue necessary
notices and announcements that the City of Dodi does not discriminate
on the basis of handicapped status and a "responsible" employee must
be designated to co—ordinance compliance of the new regulations..
I suggest Council designate Jerry Glenn, Assistant City Manager, as
the co-ordinator of this program. Council is also requested to
authorize expenditures up to $1,000 frnn revenue sharing to cover cost
of notices, announcements, trairdm, and information bulletins to
provide for the instal steps of this program.

These regulations apply to those agencies receiving more than $25,000 of Revenue
Sharing Funds.

REVENUE SHARING HANDICAPPED REGULATIONS
This notice is published pursuant to the requirements of Section 51.55
of the Revenue Sharing Regulations, as published in the Federal Reister
on October 17, 1993. Section 51.55 prohibits discrini-na ori against
qualified individuals because of their handicapped status.
City of Lodi, California, advises the public, employees and job appli-
cants that it does not discriminate on the basis of handicapped status
in admission or access to, or treatment or employment in, its programs
and activities.
