Information only. BACKGROUND INFORMATION: The City has been advised by the County of San Joaquin of a recommended increase in the dump fee a t the Harney Lane Sanitary Landfill, effective January 1, 1990. In addition, the County is required by Assembly B i 11 939, "The California Integrated Waste Management Act of 1989," to levy an additional tipping fee of 50 cents per ton to be deposited in the State's new Integrated Waste Management Account. These monies will be used to fund the State's various monitoring and testing programs to ensure compliance by local agencies. These matters will come before the Board of Supervisors at its regular meeting of Tuesday, November 28, 1989 at 10:00 a.m. The City of Lodi will be represented at this public hearing. As proposed, the combination of the recommended increase in the gate fee for maintenance and operations of 88 cents per ton and the required AB 939 fee (probably 50 cents per ton) translate to an approximate 2% increase in the City's refuse rate schedule, or about 15 cents per can for residential customers. For the City Council's information the per ton gate fees at the Harney Lene site have been adjusted as follows: W 15, 1978 - $10.00 September 1,1987 - 12.95 January 1, 1988 - 13.60 January 1, 1989 - 14.60 W will be receiving more specific information from the County early next week. PAYNE DEPUTY DIRECTOR This latter is to inform you that the County Public Works Department has determined that an increase in gate fees will be required at County disposal sites during the 1989-90 Fiscal Year. Therefore, the Department is recommending in the proposed budget for the Solid Waste Enterprise Fund that the Board of Supervisors approve gate fee increases for County disposal sites, effective January 1, 1990. The recommended increase for the disposal site used by the City of Lodi, is as follows: CURRENT PROPOSED PERCENT FEE FEE INCREASE Harney Lane Landfill - Par Ton $14.60 $15.50 6.16 Since the new fee will be in effect for only six months of the 1989-90 Fiscal Year, the actual increase is 3.08% when annualized over the entire Fiscal Year. California 95248 RE: Waste -To -Energy Alternative Dear mayor Snider and Council Members: California is facing a crisis -- a landfill crisis. Land- fills throughout the state and nation are filling at a rapid pace. By the mid 1990's eighty percent of all California land - tills will be tilled to capacity. The Harney Lane Landfill wil) be closing some time in 19961. Simultaneously. it is becoming increasingly more difficult to site and permit neu landfills as a result of justifiable environmental concerns. These factors have driven and uill continue to drive landfilling costs up dramati- cally. As a nation, state and local community. we must seek out alternatives to our throw away society. California Waste Removal Systems is presently providing a comprehensive recycling, nom- postina and resource recovery program in the City of Lodi and the surrounding rural areas. However. there are additional means to the end -- such as waste -to -energy facilities. In the past. I have discussed the feasibility of such an al,-ernative for the City of Lodi wit's you. I did in fact present a waste -to -energy study to each of you in 1985. (An additional copy is enclosed.) since that time, many new developments in this area have occurred. The City of Modesto, for example. recently constructed a waste -to -energy facility located west of Modesto and Patterson. All the City's municipal waste is burned at this location and used as an energy source. (Randy) Snider and Members of the Lodi City Council October 31. 1989 -- Page Two I am not advocating that the City of Lodi construct a waste—to—energy facility but, I certainly think that it i s an alternative that is feasible: I think the City of Lodi. along uith myself. should take another look at this option. Options such as these. along uith our current programs. could have a dramatic effect on escalating landfill fees. Landfill fees are only going to go up. I just thought this might be an opportunity to further dis— cuss future alternatives. If you are interested in discussing this further please feel free to contact me.
