SUBJECT: PLANNING COMMISSION ACTIONS - OCTOBER 10, 1988
OF INTEREST TO THE CITY COUNCIL
1. Conditionally approved the request of Terry Piazza, Baumbach and
Piazza, Consulting Engineers on behalf of MCP Investments for a
Tentative Parcel Map to create six lots from the property at 1301
East Vine Street i n an area zoned M-2, Heavy Industrial.
Certified the filing of a Negative Declaration by the Community
Development '_ii rector as adequate environmental documentation on
this request.
2. Conditionally approved the request of Salem United Methodist
Church for a Use Permit to remove an existing single-family
dwelling and replace it with an off-street parking tot at
111 North Central Avenue.
3. In response to a letter from the Lodi Historic Society, suggested
that the Planning Commission prepare a Historic Preservation
Element after the adoption of the Revised General plan.

Mayor Pinkerton has referred to rre for reply your recent letter to him
concerning the status of the Southern Pacific depot building.
While it is true that the Southern Pacific Transportation Compmly has been
acquired by a Denver-based railroad conglomerate , it is our understanding that
nothing has changed with regard to the -tatus of the depot. The agenda for the
regular City Council meeting of Wednesday, October 19, 1988 lists a Consent
Calendar item recommending the retention of Robert H. Mullen, Esq., to assist
the City in its negotiations with Southern Pacific. 1-b and I plan to meet with
Southern Pacific representatives later this month to discuss the project in some
detail .
The acquisition of the Southern Pacific property, including the depot, between
the tracks and Sacramento Street, and from Elm Street on the north to Oak Street
on the south, is listed in the City's five-year Capital Improvement Program.
However, at this time there is no funding for this acquisition. Following our
discussion with the Southern Pacific representatives, vie will be in a better
position to recommend to the City Council what priority this purchase should
take. Of course, vie will continue to do all in our authority to insure that the
depot will not be demolished in the interim.
