HomeMy WebLinkAboutAgenda Report - October 4, 1989 (69)C U N C I L C 0 M M U N I C, !'ION TO : THE CITY OJJNCIL FROM: THE CITY MANAGER'S OFFICE SUBJECT: PLANS FOR EMERSON PARK PROJECT, PHASE II PREPARED BY: City Manager OJJNCIL HIEING DATE OCTOBER 4, 1989 RECOMMENDED ACTUN: That the City Council authorize the expenditure of $1,320 for the preparation of plans for the completion of Phase 11 of the Emerson Park improvement project. BACKGROUND WFJV ION The City Council recently entered into an agreement with the Lodi Lions Club for the redesign and rehabilitation of Emerson Park. The Lions Club's contribution over the next five ysars will be $20,000 in cash, along with a substantial amount of donated labor. The Club is being assisted by City crews and the project is also benefitting from City funding. The Lodi Lions Club members have completed Phase I in an incredibly short period of time. W originally viewed Phase II as being undertaken next spring, but the club membership, enthused with the success of the first phase, is most anxious to retain the momonhin by proceeding with Phase II at this time. The membership has done an outstanding job. Phase II consists of the installation of a concrete mowing strip and paving stones in the area around the southern grouping of playground equipment. The two play areas will be 'linked with walkways also. Sane benches are also included in Phase 11. Phase III is a covered picnic and barbecue area, also with paving stones, and will be undertaken at a later date, probably next year. Prior to moving ahead with Phase II, it is necessary to prepare detailed plans. Some electrical and sprinkler modifications are also involved. Authorization for the preparation of these plans is the next step. Funding will be realized from other department projects previously, budgeted but not undertaken as of this date. Peterson City Manager TAP :5r COUNC654 Derivi/Castellanos/ATchitects A/Y 7A, 9 October 1989 Ron Williamson Director Chi cf Lodi Recreation and Parks Department 124 North Stockton Street Lodi, CA 95240 RE: EMERSON PARK PROPOSAL FOR LANDSCAPE ARCHITECTURAL SERVICES Based on our telephone conversation and meeting of 26 September, we propose to provide the following scope of services: GENERAL We will translate the ideas generated and approved in Schematic Design into the Working Drawings for the Second Phase (walkway suirounding Tot Lot with benches, etc.) which will form the Construction Documents for the improvements required to fulfill the design intent. The Working D-awings shall include a Demolition and Layout Plan, Irrigation Plan; Constructio:: Details, and pert:nent notes and specific;tions to assure a high quality of landscape instaliation and conformance to the approved concept. Provide a critical path schedule of the work for the Second Phase to faciiitate the coordination of the Parks and Recreation Department with the Lions Club and contractors hired to perform the balance cf the construction. Attend pre -construction ,�eetings to review and/or present the plans to representatives of the Lions Club and/or employees of the City of Lodi. Construction observation to insure compliance with the design intent is excluded from this contract as are any changes required by an enlargement of scope or alternate studies or major revisions after substantial completion of the contract documents. Construction observation and coordination will be provided by the City of Lodi and/or the Lions Club Compensation for these services is based on our Fee Schedule (copy attached) and will be billed monthly for actual time required to produce these contract documents. Our fee for these services will be no more than $132022 including normal reimbursable expenses. Additional services as defined above, if requested in writing, shall be :tnpensated for the actual time required at our standard hourly rates (see Fee Schedule) or according to an ammended version of this agreement. Carrying charges equal to 1 %er month (12%APR) will be assessed to ail accounts over thirty days. These expenses shall not be considered a part cf the overall maximum fee.
