AGENDA TITLE: Adopt Resolution Approving Purchase of Hach Water Information Management
Solution (WIMS) Software for Water and Wastewater Data Management and

RECOMMENDED ACTION: Adopt resolution approving purchase of Hach Water Information
Management Solution (WIMS) software for water and wastewater
data management and reporting from Hach Company, of Loveland,
Colorado, in the amount of $34,795, and supporting hardware from CDW-G, of Vernon Hills, Illinois, in
the amount of $3,950, and Dell, in the amount of $8,406.
BACKGROUND INFORMATION: This purchase will improve efficiency in regulatory reporting and
water quality data management and help the City comply with all
water quality reporting regulatory requirements.
The City water and wastewater utilities are highly regulated by state and Federal agencies for compliance
with environmental and public health standards. City staff analyzes hundreds of water samples and
records hundreds of data points monthlyfor reporting purposes. Hach supplies proprietary database
software for water quality data management, custom regulatory reporting, and report formatting
compatible with the California Integrated Water Quality System (CIWQS) database. The City is required
to enter wastewater data into the CIWQS monthly for compliance reporting to the Regional Water Quality
Control Board. The City is also required to submit drinking water quality data monthly reports to the
California Department of Public Health.
Redundant servers with operating software required to host the Hach WIMS system are supplied
separately from CDW-G and Dell, as recommended by the City Information Systems Division.
Per Lodi Municipal Code Section 3.20.070, Bidding, the bidding process may be dispensed when the City
Council determines that the purchase or method of purchase is in the best interests of the City, and Lodi
Municipal Code Section 3.20.077, Electronic Hardware and Software, provides for acquisition of electronic
hardware and software by negotiation based on "best value" criteria.
FISCAL IMPACT: Budgeted funds are available for this project.
FUNDING AVAILABLE: Water Operating Account (180451) and Wastewater Operating Account (170401).

APPROVING PURCHASE OF HACH WATER INFORMATION

WASTEWATER DATA MANAGEMENT AND REPORTING AND

NOW, THEREFORE, BE IT RESOLVED that the Lodi City Council does hereby approve
the purchase of Hach Water Information Management Solution software for water and
wastewater data management and reporting from Hach Company, of Loveland, Colorado, in the
amount of $34,795, and supporting hardware from CDW-G, of Vernon Hills, Illinois, in the
amount of $3,950, and Dell, in the amount of $8,406.
