RECO'.MENDEn ACT.LG`: = That the City Council approve a 12- foot outfield
fence and signi.ng of the softball. complex parking
lot as a solution, to damages incurred by cars
parking in the complex parking lot. TI)e Parks and Recreation Commission
recorimended replacing existing outfield fence, with a 12 -foot fence to
include a mowing strip, as well as to place appropriate signs in the
entrances to the parking lot, notifying people of the potential clanger
from errant softballs.
Additionally, it is recommended that Public: Works be directed to prepare
appropriate plans and specs and put out. to bid so that installation will
be guaranteed by April 1, 1989.
BACKGROUND INFORMATION: On April 20, 1985, the Counci 1 rejected bids
on the softball complex fence project and
referred it back to the Parks and Becreation
Commission for discussion and appropriate action, who in turn directed
Steve Boomer as Adult Sports Supervisor to bring the matter before the
Adult Sports Advisory Board for review and recommendation.
The Sports Advisory Board presented to the Parks and Recreation Commission
at their June meeting the various alternatives for this project. The
Commission defe-rred its decision upon inspection of the area and directed
Parks and Recreation Director Williamson to find out more about legal
liability and signing of the parking lot.
Ah the Commission's meeting in August various options were given the
Commission, in addition to the City Attorney's findings on legal liability
and signing of the parking lot. (See Exhibit A.)
The Commission, through a motion by David Reese, seconded by Elvera "elby,
unanimously recommended the installation of a 12 -foot high cyclone fence,
mowing strip, brightly painted 20- foot high foul poles, and appropriate
signing of the parking lot as their recommendation to City Council on
this project.
