NTRODUCTION TO THE SEMINAR 9:00 a.m. - 9 15 a.m. SESSION I - AN OVERVIEW OF THE REDEVELOPMENT LAW 9:15 am. - 1000 am. Mr. Bruce Ballmer of Kane, Ballmer and an, 3 firm sped " ' - evelopment Law, will present an overview of the legal foundation for redevelopment in California. An explanation of the provisions of the State Constitution. the Community Redevelopment Is aw, the California Environmental Quality Act and case law as it affects redevelopment will be discussed. An update to recent legislative changes affecting redevelopment will also be discussed. SESSION 11- ADOPTING OR AMENDING A REDEVELOPMENT PLAN 10.15 am. - 12:00 noon Kathleen Rosenow, of Rosenow. Spevacek, and Jim Bums, of Burns and Watry,Inc., will review the procedural aspects cf adopting or amending a redevelopment plan. Pat Marin of Cotton/Beland/Associates will be discussing the environmental review process for redevelopment plan adoption. The panel will discuss the following areas: A) The Plan Adoption Process C) The Fiscal Review Process 1. The survey area 2. Selectionofprojectareas 3. The urban and vacant land mix 4. Establishing conditionsof blight 5. Inclusion of non -blighted areas B) Required Legal Documents 1. Preliminary plan 2. Preliminary report 3. Redevelopment plan a. A case study on how to initiate a redevelopment project with little funding will be presented. Panelist include Richard R. PaAew, City manager of Norwalk: Ken Caresio, Senior Vice President of Chilton and O'Connor and Chris Leinbergcr of the Metropolitan Futures Group. SESSION V - PROJECT IMPLEMENTATION 3:00 p.m.- 5:00 p.m. Three arse studies of how a project can be implemented in a a) Residential Development, b) Commercial Development, and c) Mixed use Developments will be prescntedby three panelists with excellent experience in the redcvclopmcntproject implementation. The panel indudcs: John Dykstra of Dykstra & Associates, Har* Gordan of the Rainier fund and Patricia Getzel ofthe City of E.socrdido. The case studies will be very useful for cities of all sizes in understanding the redevelopment process dealing with property acquisition, negotiationcfdevclopment deals, land use controls, disposition of agency property and public/private partnership developments. It will contain an updated copy of the Community Redevelopment Law, aswell as the revised procedural outline forforming a new project inaccordance with the recent changes in the law.
