From 1980 to 1968 the senior population in Lodi rose from
9,480 to 11,382, an i:.crease of 2N. Over :he text two (2)
years, Lodi's senior population (aged 60 ate` over) is projected
to grow 262.
Last fall during a s .irtsleeve session, we reccgaized the need
for low cost housing in Lodi. At that ti=:, 2 task force was
forced from the Lodi Senior Citizens Co—fission 2nd members of
the community.
Since formation, the Task Force has met on a monthly basis to
analyze the need for affordable senior housing in Lodi. In
1966 it was deterlyi_-ed that over 1,200 (15.3%) cf Lodi's pop-
ulation live on SSI/SSP, which is 6ubstF_=t4.Zllv below the
poverty level accords: g tc Federal statistics. Poverty level
for one senior citizen is $6,636 per year c- :553.00 per month.
An averagE one -bedrest a;artment In Lodi y_w rests for $350.00.
This means that 63;. of a senior's monthly fmco=E is directed
towards housing, as compared to the federally accepted standard
cf 25h.
Because of the strong need for senior hous:Lng, the Task Force
explored land availa`-flirt', developer/ow--.ershi: alternatives,
financing alterratizEs an? facility des:ti-n. l:e also discussed
the role of the City and developers would play on neeting the
needs for senior housing. These alternat'_:-es included the

The Task. Force reco=ends that the City of Lodi, with
the implementation of the General Plan, consider strengthening
its inceztives for developers to incorporate senior housing
into thefr development proposals. Under the proposed Growth
Y.anagement Plans, senior housing vould be exempt frog, t1:e
annual h --using allocation. The Task Force believes that
stronger Incentives vould accelerate the construction of
affordable senior housing.
We vould appreciate the opportunity to expand on these ideas
during a City Council meeting or a shirtsleeve session. Once
the Measure A situation has been solved and the Khite Slough
Treatment Plant expansion is complete, if the Cit} Counca so
desires, the Task Force will be glad to reconvene to heip: find
a solution for affordable se=ior housing.
