SUBJECT: Speed Zones on Highway 12 Between Lower Sacramento Road and
Han Lane
At the Council meeting of August 2, 1989, you asked what the City could do
about speeds at the intersection of Lower Sacramentc Road and Highway 12.
W indicated that the signalized intersection was under the jurisdiction
of San" Joaquin County and the State of California, It appeared that your
real concern was the speed on Highway 12 (Kettlerran Lane) eastbound,
coming into Loui. This was a concern that you raised at the Council
meeting of April 5, 1989 and 1 have attached the correspondence related to
that concern. As indicated in rry meno to the City Council of June 14,
1989, the State did perform a speed survey and did reduce their speed
limit on Highway 12 as you approzch the City limits from Lower Sacramento
Road.
I feel that
Caltrans
did respond to your initial concern of approach speed
to the City
of Lodi.
The local agency
does not have control over the
setting of
the speed
limits on a State
highway through their jurisdiction.
If the City
Council
would like someone
from Caltrans to come and speak on
this sudject,

SUBJECT: Speed Zones on Highway 12 between Ham Lane and Lower
Sacramento Road
At the April 5, 1989 City Council meeting, City Council expressed a
concern over the Highway 12 speed zone between Lower Sacramento Road and
Ham Lane. Staff notified Caltrans, and they indicated they would be
performing a naw speed zone survey (see attachment).
The 55 mph speed zone was reduced to 50 mph between Lower Sacramento Road
and Lakeshore Drive. From Lakeshore Drive to the east City limit the
majority of the 40 mph speed zone was i educed to 35 mph.' There is a short
transition speed zone of 40 mph. Caltrans felt this short transition zone
is needed to allow motorists to reduce their speed when entering the
business arm. Usually, short transition zones are not recommended,
except what there would be a 15 mph increment between zones. Depending on
enforcement techniques, 15 mph increments could be considered a speed trap.

latest Speed Zone Survey Log for SJ -12 through Lodi.
Please note that the speed limits there have been changed.
The new speed limit signs have been ordered and will be
installed as soon as our maintenance branch receives then.
Please distribute these to the appropriate personnel. If
you find that you need additional certified copies, please
let me know.

Dear Mr. Ronsko :
Your recent letter expressed concern regarding the speed zones
between Han Lane and Lower Sacramento Road on State Route 12
(SR -12) in the City of Lodi.
Upon review of the cr rent speed zone survey the speed zone
is correct, However, it was completed in June of 1987 and {
many things have changed along this segment SR -12 which would
impact the speed zones, Therefore; a new speed zone survey
has been scheduled.

This new speed zone will take about two to four weeks to
complete. Once complete I will contact your. office of our
findings_

The City Council, at its last meeti nc of April 5, 1-989, questioned the
Highway 12 speed limit between Lower Sacramento Road, where a rlew signal has
recently been installed, and Ham Lane.
It appears
that based on the signing in the field,
the speed
limit is 55 mph
corning from
the west up to Lakeshore Drive (1,000
feet east
of Mills Avenue)
and 40 mph
from this point to the east. The concern
of the
Council is that
the 40 mph
does not run through the full limits of
the City
and they asked
whether or
not the 40 mph limit should be extended
to Lower
Sacramento Road.
Since the State of California does all of the speed zone studies and signing
on the St; tc highways, vc do not have sufficient data to answer the
Council's concerns in this area. Our traffic technician contacted the
District 10 Traffic Brancn and was told the iast speed check was in August
1987. However, your technician declined to mail us a copy fcr our review.
The City of Lodi therefore formally regcests that you review the situation
and that me be provided with copies of up-to-date speed zone studies so that
vke can respond—to the Council's concern on this item.
