BACKGROUND INFORMATION: The Pubiic Works Department has performed the final check of the downtown paving stones installed as part of the United Downtown Improvement District (UDID) project. The stones were installed i►: 1984 and the specifications included a requirement for a five-year warranty tond in the amount of $42,000. The bond was provided by Reliance Xnsurance Company for the paving stone subcontractor, Mumbert Pipe Co. Inc., dba Specialty Paving System. The warranty, which will expire on August 10, 1989, states that: "...the installed paving stones will remain intact and free from settlement, breakage and uplifting". Neither the warranty nor the specifications included any specific 'limits on Settlement. APPROVED; CPAVING2/TXTW.02M FILE Y0. There are marry minor defects which may present an appearance problem, but are not a safety or maintenance problem. liven the nature of paving stones and the chance that repairs may not appreciably improve the existing condition, the recommended number of repairs is minimized. Same areas, such as the alley approach on the west side of School Street north of Elm, look very bad. However, the problem 1 s due to the poor sidewalk, curb, and alley paving which was not replaced as part of the Dovd-Ao n project due to cost considerations. The attached dmu-id letter has been sent in order to protect the City's interest under the terms of the warranty. It calls for repairs at 7 of the 27 crosswalks. This nay require that the paving stones be completely removed, the subgrade regr d and the stones reset. After riding over most of the crosswalks and measuring the settlement of the stones we determined that 1/2" of settlement was a reasonable "brew point". v* then string -lined all of the crosswalks and recorded those that were 1/2" (00.04') or more, except far the westernmost crosswalk at Sacramento and Pine Street. A copy of our observations is included for your use. Five areas should have your iamediate attention; two low areas at the extreme end of the crosswalk at Lodi Avenue are a tripping hazard; the alley on the east side of School, north of Lodi Avenue, has a large settlement and tends to pond water; the paving stones the sidewalk at the southeast corner of Walnut and School has a smallfailed area; and the retainer curbing in the westernmost crosswalk at Sacramento and, Pine needs to be replaced because the original repairs have not held up. Other low areas are not creatinga hazard and you may want to leave them until near the end of the ive-year warranty period, at which time these areas as well as any other low areas that develop could all be done at the same time. W would appreciate your proceeding with paving corrections as rapidly as possible, as discussed in our attached letter of September 13, 1985. Sincerely . G:LE.
