July 24, 1983 RESOLUTION NO. 89-94 A RESOLUTION OF THE LODI CITY COUNCIL AWAEDI NG THE CONTRACT FOR HUTCHINS STREET IMPROVEMENTS, TOKAY STREET TO LODI AVENUE WHEREAS, in answer to notice duly published in accordance with law and the order of this City Council, sealed bids were received and publicly opened on August 2, 1989 at 11:00 am. for the contract for Hutchins Street Improvements, Tokay Street to Lodi Avenue, described i n the specifications therefor approved by the City Council on July 5, 1989; and WHEREAS, only one bid was received, and said bid has been compared, checked, and tabulated and a report thereof filed with the City Manager as follows: Claude C. B' Full depth asphalt concrete pavement 153,550 VZ WHEREAS, the City Manager recommends that award of the contract for Hutchins Street Improvements, Tokay Street to Lodi Avenue, be made to the only bidder, Claude ,.. C. Wood Co. in the amount of $464,960 for the base bid plus Alternates 1 and B; ` NOW, THEREFORE, BE IT RESCLVED by the City Council of the City of Lodi that award of contract for Hutchins Street Improvements, Tokay Street to Lodi Avenue, be and the same is hereby awarded to Claude C. Wood Company, the only bidder, in the amount of $464,960 for the base bid plus 71ternates 1 and B; and BE IT FURTHER RESOLVED, that an additional $178,000 is hereby appropriated from the following funds, which additional appropriations will be included in the 1989/90 Capital Improvement Program: Page 2 Resolution No. 89-94 Additional Appropriation Needed* Street Project (TDA Fund) $138,000 Turner/Ham Signal Work (Gas Tax) $10,000 Sanitary Sewer Replacement (Wastewater Fund) $30,000 * Includes 15%for contingencies and engineering. Wood Canny in the amcunt of $464,960.00 for the base bid plus Alternates 1 and B, and appropriate an additional $178,000 from the funds shown below. RACKGROUND�'M This project consists of reconstructing approximately 75,00 square feet of roadway and replacing 1,400 linear feet of 18 -inch sanitary sewer. The project also includes minor street widening near Lodi Avenue; curb, gutter, and sidewalk; and storm drain facilities. The project duration is 45 working days. The street will be closed to through traffic for approximately three to four weeks. Access to local businesses will be maintained except during critical construction operation. This project also includes traffic signal automation modifications at the intersection of Ham Lane/Turner Road and Hutchins/Tokay Streets. Plans and specifications for this project were approved on July 5, 1989. The City received the following bid for this project: Claude C_ Wood Co. August 2, 1989 Page 2 Clearing/Concrete Work s3r., 000 The estimate left out concrete reinovai and grading where concrete is being replaced at rhe sante In -cation Sanitary Sewer 24,000 The estimate did not include diversionary structures for handling existing sewage and underestimated the cost of clay pipe Traffic Control 20,000 The specifications included a number of signing and traffic handling requirements to lessen the impact on businesses and traffic. The City does not have experience in estimating this type of work. Pavement (Alt. B) 16,000 The estimate did not allow for recent price increases. Also, having a separate item for traffic control reduces this cost; however, the effect was overestimated. If the project were rebid, it i s possible a more competitive bidding climate would result in a lower price. However, this would mean delaying the project until next year. Contractors would have to allow for possible price increases. Also, this project has already been delayed due to right-�.'f-way acquisition problems and the street certainly needs to be rebuilt.
