Parks and Recreation RECOMMENDED ACTION: That the Citv Council allow ?arks and Recreation Department to standardize and purchase four (4) Nevco Scoreboards for the Complex, Armory and Zupo Parks and allocate $7500 from the Capital Outlay Reserve for the shortfall. BACKGROUND INFORMATION: Approximately a year and a half ago, when preparing for the 1988-89 budge:, I approached Jerry Glenn, Assistant City Manager, with a supplemental request to purchase four (4) scoreboards: two (2) for the softball complex, one (1) for Armory Park, ,and one (1) for Zupo field. Mr. Glenn suggested that I hold off in this particular year's budget but submit the above during the 1989-90 year, and there basically would not be a problem getting then through at that time. In-between that year's period, I had contacted Nevco Scoreboard Company, since we have had tremendously good results with their board in the Grape Bowl, in addition to their being responsive to maintenance service when needed, in order to get pricing and. references. In using this information we decided on the scoreboards we wanted for our various facilities and verified operational soundness and services with other - cities. in addition, we came up with the idea of approaching various local merchants, banks, clubs, etc. to see if they would assist us by purchasing, by sponsorship, these scoreboards. A contact with a local businessman, who very enthusiastically wanted to get involved and help, brought us three (3) scoreboard sponsors: Wentland-Snider Investments, California Waste, and F & M Bank, and. a total of $10,500.00 toward the purchase of our boards: The scoreboards we wish to purchase are: (3) Model 1015 4174 Green Nevco $12,000.00 (1) Model 1002 #74 Green Nevco 6,000.00 $18,000.00 The above price includes the boards, 2 w.re cables, score panel. with carrying case and logo; lettering sponsor boards, as well. as tax and shipping. Council Communication for Meeting August 2, 1989 Parks and Recreatioi, Department Page 2 As you can see, there is a $7,500.00 shortage, which would mean securing funding from the genera fund or some other City account. (I am still working on other sponsors and may be able in the near future to recapture a lion's share of this money.) We are asking you to approve the purchase of these boards and to allow us to "standardize" on the Nevco scoreboards. They have proven over the years (15 on the stadium board) to be very durable, functioning well, and service, when needed, has been outstanding and prompt. The Nevco Company ,gives a five-year (5) guarantee, 24-hour service on the control panel and module(s), which are the only working parts of the board, and are LL/CSA (Underwriters Laboratory listed), a safety feature not offered by other scoreboard companies. Your approval of the above and standardization on the Nevco Scoreboard would assist our efforts to secure t_ie boards and have them installed this fall. Wi iamson, Girector Parks and Rec ration Department RESOLUTION NO. 89-89 RESOLUTION APPROVING STANDARDIZATION ON NEVCO SCOREBOARDS AND APPFO�,ING FUNDING FOR THE PURCHASE OF FOUR NEVCO SCOREBOARDS WHEREAS, Lodi Municipal Code § 3.20.040 - Exr:mptions From Centralize+ Purchasing - authorizes the City Council to standardize on specific supplies, services and equipment; and WIIERFAS, the Lodi Parks and Recreation Department has need for four scoreboards: two for the Softball Complex, one for Armory Park, and one for Zupo Field; and W1II REAS, the Parks and Recreation Department has experienced good results with the Nevco Scoreboard that has been in use at the Lodi Grape Bowl, and therefore would like to standardize on that brand; and WIIERFAS, the cost of four Nevco Scoreboards amounts to $18,000; and WHEREAS, the Parks and Recreation Department has secured three businesses who wish to sponsor $10,500 towards the acquisition of the scoreboards, leaving a remaining balance of 57,500 required funding; NOW, THEREFORE; BE IT RESOLVED, that the Lodi City Council hereby authorizes the standardization on the Nevco Scoreboards as authorized by Lodi Municipal Code § 3.20.040, and approves the expenditure of S7,500 for the additional funding to purchase four Nevco Scoreboards.
