BACKGROUND INFORMATION: Attached (Exhibit A) is a copy of a letter from the Lodi Chamber Orchestra Founding Committee requesting "cornerstone" funding so that this coming year's goal of three concerts can have a substantial base and so that impetus can be given to further plans for fund-raising, grant -seeking, and acquiring sustaining support from the community. Proposed Lodi Chamber Orchestra Request for Cornerstone Money PREPARED BY: RECOMMENDED ACTION Lodi Arts Commission Chairman That the City Council, through the Lodi Arts Comriission, allocate $1666.67 per concert for three concerts (a total of $5000) to the Board of Directors of the Lodi Chamber Orchestra, provided the Commission is given notification of the need for funds at least 45 days prior to each concert. BACKGROUND INFORMATION: The City Council granted $1000 to the Lodi Chamber„Orchestrax,as:".seed" money`:- ;. znF't he s'pr'ing of” 3988: Tlie orcfiest'ra presented a' "concert on April 15, 1988, that was well received by the community. The Lodi Arts Conmission believes that the Chamber Orchestra would be a fine cultural addition to the City of Lodi and needs additional help in its formative stage. The Commission also believes, however, that the orchestra will request additional funds during the next few years and that guidelines for the allocation of any funds granted should be established by the City Council, e.g., management of the orchestra's business affairs to be handled by its Board of Directors and accountability given to the Lodi Arts Cornmission within 30 days following each concert. Lodi has come to a point where it makes good sense to provide the City with a strong cultural base and to give an artistic balance to our community. As a fifth season supporter of the Stockton Symphony, I welcome the opportunity to support and enjoy a symphony -orchestra in Lodi. Pinkerton, Mavor, and the members of the Lodi City Council FROM: The Founding Committee, Lodi Chamber Orchestra SUBJECT: Request for"Ccrr,erstone" Funding The Lodi Chamber Orchestra is the newest of several arts groups in the city of Lodi, with one highly successful concert already to its credit. Since the organi7at_ion is so new, requirements set by the Lodi Arts Commission have just been met; consequently, LCO is only now able to re- 7uestfinancl.al ass..stance frcm the City, assistance which will serve as a cornerstone to help build a second year of three further concerts. The persons whose names are listed below comprise the Founding Committee, from and through which the required board of directors, will be set up as soon as possible within the next month. Attached is the budget for the first concert, as set up by conductor Ron Marks; monies needed for the two additional concerts will vary, as he says, on thebasisof numbers of. musicians. LCO is making its appearance as a well justified local musical group. Lodi- is odiis ready to have a small orchestra of its own. This..kind'of orchestra gives local musicians a chance to perform, for a public who appreciates_ them, musical masterworks of high caliber. The city is growing, and the orchestra <_ is an -area of:interest open to more and more citizens who may wish to join its ranks. Also, a local orchestra of this kind will add to the cultural aspect of Lodi, ad aspect which has proved to be very important as an enhancement of any community in the eyes of persons, businesses, and industries seeking locales in which to settle. LCO can also be seen as an additional arts attraction for Lodi's highly Visible community center, Hutchins Street Square. The Lodi Chamber Orchestra's Foundina Committee is not looking to the City for total or even majority subsidy, merely for "cornerstone" funding so that this coming year's goal', of three concerts can have a'substantial base and 'so that impett.s can be given to 'further plans for fundraising, grant - seeking, and acquiring sustaining support from the community. Soloist fees may run as high as $2000 for a major artist. For the first concert, however, Mr. Swiatkowski has agreed to play with the orchestra for only the cost of his plane fare, plus room and board. He has already proved his ability at a concert on'April 15, 1988. This concert was well received by the community_ If a citizen's group were to plan to start an Orchestra and advertise,.for a Conductor - Director, it would be hard to find a capable person willing to do the work that Mr. Marks has already accomplished. Those of us who attended the orchestra's initial concert last Fall were very impressed by this fine music- al group and its presentation. We are ready now in Lodi to add another phase to our cultural development. July 12, 1988 To Whom :t May Concern Subject: Perpetuation of Lodi`s First Orchestral Group Dear Friend of the City:` Lodi is rapidly approaching a population of 50,000 with an :independent, solid economy based on a divergent business community. We appear to be able to provide not only good employment opportunities for citizens but also an enjoyable community to spend free time. Field and Fair Day, Grape Festival, and Downtown Merchants promotions are among the long list of activities which are unique to Lodi and which contribute to the creation of an 'independent self-sufficient community. The recent first concert by the Lodi orchestra was a great success. The music had been thoroughly re;.earsed; the band was on its mettle; the acoustics were fine. The result was inescapable - the Lodi Orchestra should become a permanent addition to the list of unique Lodi attractions. Most of us never get the chance of finding out whether.""we" 3 can appreciate great music or not without the inconvenience and cost of extensive travel. We have found, through visits of the Stockton Orchestra. to Lodi, that the function of the orchestra was both to makegood music but also to have fun learning about unusual instruments and composers. Any ,community will be enhanced when its citizens aim to bring the benefits and pleasures of an orchestral group to its public.
