HomeMy WebLinkAboutAgenda Report - July 6, 1988 (40)CITE' CSF LORI • PUBLIC WORKS --DEPARTMENT TO : FROM : M[EIING DATE City Council City Manager July 6, 1988 COUNCIL COMMUNICATION AGENDA TITLE: Approve Resolution Prohibiting Through Truck Travel on Turner Road RECOMMENDED ACTION: That the City Council: a) adopt a resolution amending the Traffic Resolution to prohibit through trucks on Turner Road; and b) direct staff to work with other agencies regarding installation of appropriate signs on State Highways. BACKGROUND INFORMATION: At its June 1, 1988 meeting, the City Council gave staff additional direction on prohibiting through trucks on Turner Road. Based on this and past discussicns, staff has prepared a resolution incorporating the following: Trips originating or terminating within the City limits are not affected; ° Through trips on Lower Sacramento Road are not affected (this involves the short piece of Turner Road connecting the offset segments of Lower Sacramento Road west of General Mills) ; ° Trucks may use Turner Road east of Highway 99 for access to Highway 99 on ramps (this is necessary because the ramps at Victor Road do not allow some trucks to make the eastbound to northbound and southbound to eastbound turns). Examples of permitted and nrohibited trips are shown on Exhibit A. Proposed signing is shown on Exhibit B. A recommended resolution is attached. With a resolution in place, Caltrans has indicated they would instal? the appropriate signs on Highway 99. The actual sign wording must be approved by Caltrans. Caltrans was reluctant to install the appropriate signs on Interstate 5 since those ramps are in the County. However, with the proposed signing, additional signs on 1-5 may not APPROVED: FILE NO. Once vie have the resolution and are clear on what is intended, staff can work with Caltrans (and the County if necessary) regarding the appropriate signing including Highway 99, I-5, and possibly Highway 12. TO STOCKTON lA M 1. i Proposed Signing NO © NO THRU THRU TRUCKS TRUCKS WEST ON TURNER RD a7~w,,wAs• CITE D:A RESOLUTION NO. 88-88 RESOLUTION RESTRICTING THROUGH TRUCKS ON TURNER ROAD BY AMENDING RESOLUTION NO. 87-163 ENTITLED 'TRAFFIC RESOLUTION" RESOLVED, that the City Council of the City of Lodi does hereby approve the following amendment to Resolution No. 87-153: Add to Section 8, "Weight Limit/Cormiercial Vehicle Restrictions", o. the Traffic Resolution, the following: "C. Trucks are prohibited on Turner Road between Highway 99 and Lower Sacramento Road (North). This restriction shall not apply to truck traffic originating or making deliveries within the City of Lodi. "For purposes of this section, trucks shall mean commercial vehicles with three or more axles except public utility vehicles as provided in the Vehicle Code."
