AGENDA TITLE: Discuss Sidewalk Deficiencies on Lcdi Avenue Between Lower
Sacramento Road and Cherokee Lane
RECOMMENDED ACTION: That the City Council discuss the existing sidewalk
deficiencies on Lodi Avenue and then take the appropriate action.
BACKGROUND INFORMATION: The City Council, at its regular meeting of
February 18, 1987, reviewed the attached Council Communication dated
February 18, 1987 and continued this item until the sidewalk fronting the
Parkview Terrace development was installed. The Parkview Terrace sidewalk is
now installed and this item is being brought back to the City Council per its
request. A copy of the Council minutes of February 18, 1987 have also been
attached.
If the City Council determines that sidewalks should be installed along Lodi
Avenue where none now exist, Council should take the following action:
1. Direct staff to implement the procedures of the 1911 Improvement Act
which notifies the property owners that sidewalk should be installed
within 60 days and specifies the time and date of the protest hearing.
2. Set July 20, 1988 as the date to hear protests and objections which may
be raised by property owners or other interested parties.

AGENDA TITLE: Discuss Sidewa1K Deficiencies on Lodi Avenue Between Lower
Sacramento Road and Cherokee Lane
RECOMMENDED ACTION: That the City Council discuss the existing sidewalk
deficiencies on todi Avenue and then take the appropriate action.
BACKGROUND INFORMATION: At the request of the City Council at its last
regular meeting of February 4, 1987, the Public Works Department has prepared
the attached exhibits which show 13 parcels on Lodi Avenue between Lower
Sacramento Road and Cherokee Lane which presently have no sidewalk. These
deficiencies are located in the following three specific areas:
1. Parkview Terrance - This frontage will be fully improved, i .e. , new
curb, gutter and sidewalk, and street widening
at the time this parcel is developed.
2. Kristmont Area - There are 11 parcels in this area which are deficient
in sidewalk and the City has the ultimate street
rights-of-way. On the five parcels east of Kristmont,
the City could now require sidewalk installation
under the provisions of the 1911 Improvement Act.
The City cannot require the six parcels west of
Kristmont to install their sidewalks until the
improvements fronting Parkview Terrance are made.
3, Main Street Area - There is a single parcel on the southeast corner
of Main Street and Lodi Avenue which is deficient
in curb, gutter, and sidewalk. The ultimate
right-of-way has been dedicated, therefore, the
City could require the installation of these
deficient improvements at this time.
If the City Council desires to eliminate the sidewalk deficiencies on Lodi
Avenue, it is recommended that 1Ae wait until the Parkview Terrance
development /q completed and that all 12 deficient parcels on the south side

Commission recently initiated a "name -the -park" camaaign

for the purpose of reccmmencling to the City Council a name
for the "E" basin/park (Park west Subdivision). A list of
the nes submitted was presented for Council's review.

Council approved the naming of "E" Basin, located at the
south boundaries of Lodi Park west Subdivision between
Ar plewood Drive and Evergreen Drive as "Westgate Park".

SUBJECT: Sidewalk Deficiencies on Lodi Avenue Between Lower Sacramento
Road and Cherokee Lane
At its meeting on July 6, 1988, the City Council determined that curb,
gutter, and sidewalk should be installed along all Lodi Avenue frontage
which does not now have these improvements. There will be a public
hearing held on September 7, 1988 to give the property owners the `
opportunity to protest this decision. In conformance with the Streets
and Highways Code, ten days prior to that hearing you will receive a
Notice to Construct. This notice begins a 60 -day period when curb,
gutter, and sidewalk installation must start. The notice will also give
the time and place of the public hearing. Nothing needs to be done until
after the public hearing. If the Council reaffirms its decision, you
will have 50 days to start the sidewalk installation.
This letter is being sent to notify you of the Council's decision and the
hearing date prior to the official Notice to Construct.

hour of 7:30 pm. , or as soon thereafter as the matter may be heard, the
Lodi City Council will conduct a public hearing in the Council
Chambers, City Hall, 221 West Pine Street, Lodi, California to hear and
pass upon objections or protests raised by the owners of property
located on Lodi Avenue between Lower Sacramento Road and Cherokee Lane
regarding the "Notice to Construct Sidewalks". A copy of map depicting
the various parcels is on file in the office of the City Clerk and can
viewed during regular business hours.

City Clerk at 221 West Pine Street, Lodi, California. All interested
persons are invited to present their views and ccrnments on this
matter. Written statements may be filed with the City Clerk at any
time prior to the hearing scheduled herein and oral statements may be
made at said hearing.

raising only those issues you or someone else raised at the Public
Hearing described in this notice or in written correspondence delivered
