AGENDA TITLE: Installation of Four -Way Stop Signs at Wine Street and
Crescent Avenue
RECOMMENDED ACTION: That the City Council approve the installation of.
four-way stop-slgns.at the intersection of Vine Street and Crescent Avenue:
BACKGROUND INFORMATION: In July 1988, the attached letter was sent to the
City Council requesting a four-way stop sign installation at the above
intersection. City Council directed Public Works. staff to include the
intersection in our regular. review of high accident locations within -:the
City. ;Staff has performed a study at.this_intersection. Traffic`counts,were
taken and accident records were reviewed.Currently, Crescent Avenue'stops
at Vine Street and has 24-hour volumes of 2,270 and 2,860�vehicles,
respectively.
Available accident records indicate that during a recent 12 -month 7&iod,' 5.
correctable accidents have occurred ,(see attached warrant and collision
diagram). According to the warrants, the intersection is a borderline case
for a four-way stop. In staff's judgement, a four-way stop should be
installed.

Dear Mayor and City council Members:
I am writing to seek your assistance in rectifying a dangerous
traffic situation in Lodi. The corner. of Crescent Avenue and
Vine Street is currently a two way stop intersection with the
stop sign on Crescent Avenue. I feel this intersection needs
to be made a four way stop by putting stop signs on Vine Street also.
I have become increasingly concerned about the safety of this
intersection. I have lived on the corner of this intersection
for only a year and so farthava seen two accidents and countless
"near misses" caused by the confusion of the two way stop. Most
people assume that this intersection is a four way stop and'
just drive forward from the stop sign on Crescent unaware of
approaching traffic on Vine. The sound of screeching brakes and
honking horns is a daily occurrence. -
I have been tempted to bring this situation to your attention in
the past an2 in fact have called the police department twice to
request that they be aware of the intersection. Tonight,
while I was in my front yard with my 2� year old son I watched
as a car speeding eastbound on Vine Street had to swerve to
avoid hitting a car that hsd just left the stop sign on Crescent
Avenue. The car on Vine Street swerved so wide that it cave
just inches from the sidewalk, quite near where my son Was playing.
I feel this was a very close call and if there had been a stop
sign on Vine Street this would not have happened -
To summarize, I feel strongly that a stop sign is needed on
Vine Street. The confusion caused by only a two way stop at
such a busy intersection coupled with the cars on Vine Street
consistently exceeding the speed limit warrants making this
intersection a four way stop. In addition, the volume of
traffic on Vine Street can be quite heavy at times with several
main streets (darn Lane, Hutchins Street, Kettleman Lane, Lodi
Avenue) Lodi Memorial Hospital and several offices in such close
proximity. This is a residential area with many bicyclists and
pedestrians ;?resent.

P. Where traffic signals are warranted and the need is urgent, the four-way stop
is an interim measure that can be installed quickly to control traffic while
arrangements are being made for the signal installation.

b. The combined vehicular and pedestrian volume from the minor street or
highway must average at least 200 units per hour for the same eight hours
with an average delay to minor street vehicular traffic of at least 30
seconds per vehicle during the maximum hour.

miles per hour, the minimum vehicular volume warrant is 70 percent of the above
requirements.

A four-way STOP sign installation is a useful traffic control measure when other
available means of control are not adequate. It should not be used unless the
volume of traffic on the intersecting roads is about equal and is undesirable at
low volume intersecticns .

APPROVING THE INSTALLATION OF FOUR-WAY STOP SIGNS
AT VM SIRFET AND CRESCENT AVENUE AND THEREBY AMENDING
TRAFFIC RESOLUTION NO. 87-163

approve the installation of four-way stop signs at Wine Street and
