SUBJECT: ADOPT RESOLUTION OF SUPPORT FOR SPECIAL WATER STUDY AS PROPOSED BY

RECOMMENDED ACTION That the City Council adopt Resolution No. 88-76
supporting the Special Water Study as proposed by
Assemblyman Phi 1 Isenberg.
BACKGROUND Il47ORMATION Staff has been advised of proposed increased water
quality standards to be imposed by the State's
Department of Health Services. I discussed this
matter with Assemblyman Phil Isenberg recently and
following that discussion he advised that he would be introducing legislation
that would lead to a State -local study of the water supply and water quality
problems of the north San Joaquin County area. Attached is a copy of a press
release concerning this issue, a copy of which was distributed to the City
Council earlier, and a copy of the resolution for Council action.
_ Assemblyman Isenberg will be in attendance to
present this item.

which measure would encourage all of the water supply agencies within
the Mokelumne River Basinto join with the Department of Water
Resources in a preliminary study to review the water supply and water

I plan to appear before the city council on Wednesday night to
ask for your endorsement of Assembly Concurrent Resolution 153.
This bill is an important first step in what I hope will be a
search for solutions to the water supply and water quality
problems of the Lodi area and the surrounding Mokelumne River
Basin.
The recent drought has exacerbated the nater problems in the
north San Joaquin County area. There's concern about water
quality in Lodi's wells, controversy over EBMUD's plan to pump
Delta water to Camanche Reservoir and uncertainty about future
water supplies for the entire area.
The state Department of Water Resources is willing to take the
lead in a cooperative study of the area's water problems, but
local support is needed for this project. The department
estimates it will cost about $60,000, half of which must be
raised locally.
I would appreciate your support for ACR 153, and I look forward
to talking to you about this proposed study Wednesday night.

This measure would encourage all of the water supply
agencies within the Mokelumne River Basin to join with the
Department of Water Resources in a preliminary study to
review the water supply and water quality problems in the
area and determine possible solutions.

Assemblyman Phil Isenberg (D -Sacramento) today introduced legislation that
will lead to a state -local study of the water supply and water quality
problems of the north San Joaquin County area.
Isenberg's bill, Assembly Concurre-` Resolution153 (attached), calls on
local agencies within the Mokelumne River Basin to join with the state
Department of Water Resources in a preliminary study to determine possible
solutions to the water problems in the area.
'$In all of the attention paid to the Delta and other parts of the county,
the water problems of the north county area generally have been overlooked,"
Isenberg said. "The problems range from well water quality in Lodi to water
supply uncertainty and lowering groundwater tables in most of the north county
ares
71But until now, nobody has taken a comprehensive look at the area's water
problems, and how best to solve them," Xsenberg said.
David Kennedy, the director of the state Department of Water Resources,
has agreed to cake a lead in the study provided there is local support.
"I'm pleased that the department supports this approach," Isenberg said.

RESOLUTION NO. 82-76
A RESOLUTION OF SUPPORT FOR SPECIAL WATER STUDY
AS PROPOSED BY ASSEMBLYMAN PHIL ISENBERG
WHEREAS, The northern, portion of San Joaquin County has a number
of water supply and water quality problems that are unique to the area;
and
WHEREAS, The area's water problems affect a number of local
agencies within the Mokelumne River Basin; and
WHEREAS, The State Department of Water Resources is willing to
take the lead in a cooperative study with affected local agencies to
determine possible solutions to the area's water problems; and
WHEREAS , Assemblyman Phi 1 Isenberg will be introducing
legislation that would lead to a State -local study of the water supply
and water quality problems of the north San Joaquin County area;
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City
of Lodi does hereby adopt this Resolution of Support for Special Water
Study as proposed by Assemblyman Phil Isenberg.
