SUBJECT: CONSIGER REQUEST OF THE LII SISTER -CITY CCMMITTEE FOR FUNDING

RECOMMENDED ACTION: That the City Council consider the request of the
Lodi Sister -City Committee for additional funding
in the 1988-89 Operating Budget.
BACKGROUND Il4i104AIM: The City Council recently received a copy of a
letter from Mc Omn Mitchell, Corresponding
Secretary and Treasurer Pro Tem, of the Lodi
Si ster-Ci ty Commi ttee, i n which the Committee
requested additional funding in the 1988-89 Operating Budget, a copy of which
is attached (Exhibit A). The Committee has been requested to have a
representative at Wednesday night's meeting to present this request.

I have been directed by the board of directors of the Lodi Sister City
Committee to write to ycu respectfully requesting an increase in the line
budget amount allocated to the Committee for the ccminr, fiscal year.
„Aiout two months ago, Alice Reimche telephoned ne about the fact that the
Ccmmittee would have a specific allocation this coming year and requesting
mJ ideas about an amount. W discussed it back and forth and finally
arrived at $600.
However, the Committee's board feels that this amount might not be sufficient
to meet whatever expenses the City night incur for the Committee (mailing,
copy machine, national Sister Cities Incorporated dues, clerical expense,
etc.) . Therefore, they are requesting the larger amount.
We hope that this change may be possible without causing too much inconven—
ience.

regular meeting of June 15, 1938 whereby, following review of your
request, the Council approved funding in the 1988-89 Operating Budget
in the amount of $1,000.00.

procedure to be used by the city in allocating these funds.

Sister -City Committee Budget Request
Attached are copies of letters received from the Chamber of Commerce and the -
Lodi Sister -City Committee both requesting additional funding in the 1988-89
Operating Budget. We have notified both organizations that the City Council
will have these requests as part of the budget review agendized for the regular
meeting of Wednesday, June 15, 1988. I expect that representatives from both
will be in attendance at that meeting.

As you know, the Lodi District Charnber of Cornrnerce inforraally
contracts with the City of Lodi each year to provide economic
developrnerst, advertising and prornotional services for the City of
Lod i.
Those services, include providing and printing a city brochure,
economic profile, a city reap and a city wide business directory.
In addition, rnany ether miscellaneous duplicated materials are
provided as rseeded or requested by the public.
In 1357 the Chamber requested and received the Burn of $12,000.00
frorn the City. Of that, $8,100-00 was earmarked for ecorsornic
development, while the balance was dedicated to expenses incurred
by rental charges for the annual Christmas lights in the downtovrn..;
area, and promotional advertising.
In 1398 the Charnber would like to request the same funding. as a
year ago. Additionally, we would like the City to corss der
funding a service that i5 in serious need of attention.
As the Charnber begins planning forits future, the need far, a
Visitor Center becornes a high priority, With the Charnber staff
responding to requests for inforriiatiorr on a daily basis, '';the
expense for tirne, labor and materials is becoming a Problera. The
demand for inforrnation is increasing each year- As the, deriarid
i.ncreases, so too does the wark effort, "postage and other., casts
related to Providirsn that information.

funding would be paid directly to the Chamber, as this employee
wou Id be a Charnber staff person, designated to !-candle newcomer

The facilities utilized foo- a Visitor Center would be the Charnber
Office during the first year of the program. In the second year,
the staff person would occupy art office adjacent to the Chamber
Office, identified as the "Visitor Center"_
Today, we come to the City requesting the fc,Ilowing assistance:

and city advertising.
2) To consider funding a "Visitor Center-" staff person in. the'
artiount of $10,000.00 per year,
As the Charabers conirnitment, we will provide the additional cost%
associated with insurance needs, uneraployrnent compensatiorm,
overt ime, etc. Additionally, the Chamber will py-divide . the
Visitor Center location and all materials associated faith the'
position., -
As you can see, the Chamber is planning fcm t h e future.
Unfortunately, as far as staffing needs are concerned, the future.
