Lodi's population is shown as 48,042 which constitutes a gain of 2269 people since January, 1987 (4.96 percentage increase). The City Manager has completed and returned the necessary forms to have the new estimate certified as Lodi's official population. The Department of Finance is mandated to provide the requisite cnange data for local jurisdictions to calculate their appropriation 'limits. The enclosures contain the my price and population factors for setting your 1988-89 appropriation l i m i t. Enclosure I provides the price factor to be used i n the calculation. Included is an example of now to utilize the factors in calculating your new limit. Enclosure 11 provides the population percent change factor for your city or county. These are estimated pursuant to Sections 2227 and 2228 of the Revenue and Taxation Code. r Special Districts For special districts, the population percent cnange factor for the city or county in whicn the district is located is to be used. A special district may, no later tnan June 1, 1988, request the Population Research Unit to prepare a special district population change estimate for the district. Certification Enclosure III explains the procedure to be used by cities and counties for .certification of their January 1, 1988 population estimate. If AB 2849 passes, the procl�dure for certification will differ from prior yzmrs. please red nese cnanges carefully. If tnis bill becomes law, the procedure for certifying population estimates prepared by the Department of Finance NOF) will change. The bill nas no known opposition and is likely to oe enac ed tnis fiscal year. Because of the changes tnat will take effect if AB 2849 br-.-,T,-,es law, and the uncertainty of when it nay oe enacted, it is important that cities and counties carefully consider the alternatives regarding the certification of trei r January 1, 1988 population estimate. If enacted, AB 2849 will provide tnat city and county population estimates prepared by DGF, wnicn are higher than the currently certified population, will be automatically certified to the State Controller's Office. If a city or county does nor; wisp the higner population estimate certified, the jurisdiction will be required to submit a written request to the Department of Finance within 25 days of the release of the estimate, asking that the latest population estimate not Re certified. If a jurisdiction's latest population estimate is equal to or Tower than the currently certified population, the city or county should not respond, as the Controller will continue to use the currently certified population. Under current law, the January 1, 7988 population estimate is not automatically certified to the Controller. No estimate is certified by the Department of Finance unless a written request is received from the local jurisdiction within 45 nays from the release of the estimate (Section 2107.2 of the Streets and Highway Code and Section 11005.6 of the Revenue and Taxation Code). Cities and counties with estimates tnat are higher tnan tneir currently certified population, and who wish the nigher estimate certified, must submit a written request for certification to the Department of Finance. Written requests received by May 15 will be certified for the June allocation; requests received oy.June.15 will be used in the July allocation. Because i t is possible AB 2849 wi 11 not be enacted, or enacted later than -June 15, the Department of Finance will accept written requests for certification this year as usual. The for,,► on the reverse of this enclosure nay be used for certification. The request should cite the jurisdiction's name and the January 1 , 1988 total population shown in Enclosure II. Send the request to the Department of Finance, Population Research Unit, 1025 P Street„ Sacramento, CA 95814-5790. If, or wnen, AB 2849 becomes law, the Department of Finance will notify ,all cities and counties by mail. At that time, all jurisdictions that have a higher current population estimate will be certified at the higher number. Any city or county which receives a higher population estimate, but does not wish the higher number certified, must submit a written request to the Department of Finance within 25 days from the release of tl�uary 1, 1988 estimate. (Because of the uncertainty as to wnen AS 2849 mignt oe enacted, jurisdictions wnicn do not wish the higher population certified, may want to submit their request no later than May 26, 1988, regardless of wnen AB 2849 is enacted.)
