AGENDA TITLE: Report on Paving Stones in Downtown Area (Report Only)
RECOMMENDED ACTION: None.
BACKGROUND INFORMATION: The Public Wars Department is in the process of
performing the final check of the downtcwn paving stones installed as part of the
United Downtown Improvement District (01D) project. The stones were installed
in 1984 and the specifications included a requirement for a five-year warranty
bond in the amount of $42,000. The bond was provided by Reliance Insurance
Cly for the paving stone subcontractor, Mumbert Pipe Co. Inc., dba Specialty
Paving System. The warranty, which will expire an August 10, 1989, states that:
"...the installed paving stones will remain intact and free from settlement,
breakage and uplifting". Neither the warranty nor the specifications included
any specific limits on settlement.
In September 1985, the City notified the prime contractor, Claude C. Wood
Corr, that some concrete and raving worm needed to be corrected and that
some o the paving stones had settled; however, a decision as to what should
be done with the paving stones was deferred.
In August 1986, Claude C. Wood Carry was notified that work on the paving
stones at a few locations needed to be done immediatelZ and some should wart
until late in the warrantyperiod (see attached letter) This letter indicated
an acceptable amount of ettlement was 1/20. This was based on ride quality and
some allowance for future settlement. As a point of reference, the City's
sidewalk maintenance policy states that vertical offsets of less than 3/'4" need
not be patched. The work called for in the August 1986 letter was completed in
late 1987.
City staff has recently examined all the paving stone installations. I t was
noted that, in most cases, settlements were not significantly higher than in
1986. The defects found are listed below and referenced on the attached key map.

valve riser is now above the stones

There are maty minor defects which rrny present an appearance problem, but are not
a safety or maintenance problem. Given the nature of paving stones and the.
chance that repairs may not appreciably improve the e i ting condition, it is I
recommended the nunber of repairs be minimized. Not a11s the defects listed will t
require repair. Other areas, such as the alley approach on the west side of
School Street north of Elm, look very bad. However, the problem is due to the
poor sidewalk, curb, and alley paving which was not replaced as part of the
DuwrAmn project due to cost considerations.

An inspection was recently made of the Interlocking Paving Stones on
this project by Harold Raverty and myself. After riding over most of
the crosswalks and measuring the settlement of the stones, vc
determined that 1/2" of settlement was a reasonable "break point". V%
then string -lined all of the crosswalks and recorded those that were
1/2" (00.041 or more, except for the westernmost crosswalk at
Sacramento and Pine Strnet, A copy of our observations is included for
your use.
Five areas should have your immediate attention; two low areas at the
extreme end of the crosswalk at Lodi Avenue are a tripping hazard; the
alley on the east side of School, north of Lodi Avenue, has a large
settlement and tends to pond water; the paving stones In the sidewalk
at" the southeast corner of Walnut and School has a sma 11 failed area;
and the retainer curbing in the westernmost crosswalk at Sacramento and
Pine needs to be replaced because the original repairs have not held up.
Other low areas are not creatin a hazard and you may want to leave
them until near the end of the rive -year warranty period, at which time
these areas as well as any other low areas that develop could a 11 be
done a t the same time.
W would appreciate your proceeding with paving corrections as rapidly
as possible, as discussed in our attached letter of September 13, 1985.
