SUBJECT: SPECIFICATIONS FOR THE PURCHASE OF CLASS 3 AND CLASS 2 WOOD UTILITY POLES
RECOMMENDED ACTION: That the City Council approve the specifications
for the purchase of 21 Class 3 and seven (7) Class 2 wood utility poles
and authorize the advertisement for bids thereon.
The bid opening date has been set for Wednesday, May 3, 1989.
BACKGROUND INFORMATION: Poles in seven lengths are included in this
bid:
Class 3
10 ea 45 -foot
10 ea 55 -foot
1 ea 70 -foot
Class 2
2 ea 75 -foot
2 ea 80 -foot
2 ea 85 -foot
1 ea 90 -foot
The Class 3 poles will be purchased to support the Electric Utility
Department's ongoing maintenance program of replacing damaged or
deteriorated poles currently in service. The Class 2. poles are being
purchased to meet the Utility Department's revised minimum inventory
standards.
The estimated cost of this purchase is $16,000, with delivery expected
about six weeks after placement of order. Funding is available in the
Electric Utility Department's operating fund.

SPECIFICATIONS
WOOD UTILITY PO -S
1.0 SCOPE
These specifications cover the minimum acceptable quality of full-length
wood poles.
2.0 SPECIFICATIONS
The foliowing specifications shall be met:
A. Poles and methods of manufacturing shall be in accordance with
ANSI Standard 05.1-1979, "Specifications and Dimensions for
Wood Poles," or the latest revision thereof, except the spiral
grain of any pole shall not exceed one complete twist in any
30 feet.
B. Poles shall be cut, marked and bored as specified in Drawing Z-1.
3.0 TREATING REOUIRa ENTS
The following requirements shall be met:
A. Prior to treatment, poles shall be seasoned to a maximum of 25;
(twenty-five percent) moisture content of the sapwood based upon
the ovendried weight.
B. Poles shall be Douglas Fir and pressure -treated with pentachlorophenol
by Cellon, Dow process in accordance with the requirements of AWPA*
Standards Cl, "AllTimbei Products --Preservative Treatment by
Pressure Processes," and Ci, "Poles --Preservative Treauaent by
Pressure Processes," or the latest revisions thereof.
C. The pentachlorophenol shall meet the requirements of AWPA Standard
P8, "Standards for Organic Preservative Systems," or the latest
revision thereof. The carriers shall be a petroleum solvent in

conformance with the latest edition of AWPA Standard P9, "Standard
for Hydrocarbon Solvents Cor Oil -Borne Preservative."
D. Retention shall be not less than 0.45 pounds of pentachlorophenol
per cubic foot of wood.
4.0 OTHER SPECIES AND TREAT�E_N S
Quotations on species other than Douglas Fir and quotations on Douglas Fir
pressure treated wit5 pentachlorophenol in a heavy petroleum solution which
otherwise meet or exceed the requirements of these specifications will be
considered as an alternate.
5.0 HMNDLING A13D SHIPPING
The following requirements shall be met:
A. After treatment, the pole surface shall not be damaged by dragging
or from the use of cant hooks, peavies, tongs, cables, slings and
ot'ier tools normally used in pole handling operations.
. B. Delivery of poles shall be performed only during the normal 40 -hour
work week between 8:00 a.m. and 4:30 p.m., Monday through Friday,
at the Municipal Service Center, 1331 South Hai:3 Lane. Unloading
shall be perfc=ed only by crane or boom supplied by the trucker/
bidder. All shipments will be F.O.B. Lodi, California.

1. Poles shall be Cot so that the butts are aprroximately square.
2. Foles shall be cut so that the ops have a slope in any direction of
not wore than, 2 inches to the diameter of the pole as shown In Fig. 1.
3. All ;0' , 45' and 50' poles shall have holes bored as shown in Fig, 2.
4. LOCATION OF LP.At,M. The distance of pole brands from the butt shall be
10' for 50' pole lenoths and below, and le' for 55' pole lengths and
longer. Poles shall be marked as shown in Fig. 3,
5. Full length Lreated poles shall be cut, bored are' marked as specified
above before treatment.
