HomeMy WebLinkAboutAgenda Report - April 19, 1989 (50)x - C O U N C I L C O M M U N I C A T I O N TO: THE CITY COUNCIL COUNCIL MEETING DATE FROM: THE CITY MANAGER'S OFFICE APRIL 19, 1989 SUBJECT: REPORT REGARDING WHEELChAIR LIFT DIAL -A -RIDE BQUnVENT FOR CITY OF LODI PREPARED BY: Assistant City Manager RECOMMENDED ACTION: The City Council approve the attached revised claim for use of TDA funds to purchase additional equipment for the Dial -A -Ride program dnd authorize the Purchasing Agent to procure the most appropriate wheelchair equipped vehicle. BACKGROUND Il4;0RMATUN- COG has determined the City of Lodi has an unmet transit need - a wheelchair equipped vehicle. Patrons using the Dial -A-Ride program are experiencing delays longer thar should be necessary. This condition can partially be solved by adding additional vehicles. B3' purchasing a vehicle with a wheelchair lift both objectives can be achieved - the handicapped can be served and an additional vehicle can be added to the fleet. We can fund this vehicle using TDA funds; however, vie oust submit a revised claim. There will be unexpended budgeted funds for 1988-89, plus approximately $40,000 of additional unanticipated finds which will be , avai 1 abl e at year's end. The revised claim is for $40,000 of which $5,305 . is for the cost of vehicles purchased this year over what was budgeted. The remainder i s to be used to purch'ase a wheelchair equipped van, a radio, and the necessary work to place the vehicle in service. Any unexpended funds will be available for Dial=A-Ride activities next year. Therefore, there is no downside in over appropriating funds. City staff, City Cab Company staff and COG staff are working together to determine the most cost effective equipment available. '?..4-, A RESOLUTION OF THE LOQ: / 1 T'i COUNCIL APPROVING THE CITY OF LOCI'S AM7NG�D 1988-89 TRANSPORTATION DEVELOPMENT ACT CLAIM FOR LOCAL TRANSPORTATION FU14D WHEREAS, the purpose of this amended Transportation Devplo--ent Act (TDA) claim is to provide for a wheelchair accessible vehicle and certain related costs, as well as to provide funding for certain underbudgeted expenditures involving vehicles already purchased this year; and WHEREAS, the amended claim increases the City's claiin by `.40,000, $5,305 of which is for underbudoeted items heretofore vrchasec, and $34,695 is for a wheelchair -equipped vehicle and associated costs; NOW, THEREFORE, BE IT RESOLVED, that the City Council of the City of Lodi does hereby approve the C -i ty's amended 1988-89 Transportation Development Act ;TDA) ciaim for Local Transportation Fund (LTF), a copy of which is attached hereto, marked Exhibit A and thereby made a part hereof; BE 1T FURTHER RESOLVED, that the City Council of the City of Lodi does hereby authorize the City Manager to execute the subject Claim on behalf of the City of Lodi. Glenn Phone : 209/333-6700 Assistant City '-Tanager The CITY OF LODI hereby requests, • in accordance with Chapter 1400, statutes 1971 and applicable rules and regulations, that its annual transportation claim be approved in the arount of $ 1,078,603 for fiscal year 1988-891, to be drawn from the Local Transportarion Fund. When approved, please transmit this claim to the County Auditor for payment. Approval of the claim and payment by the County Auditor to this applicant is subject to such nonies being on hand and avaiiable for distribution, and to the provisions -that such monies will be used only in accordance with the terms of the approved annual financial plan. The claimant certifies that this Local Transportation Fund claim and the financial infcrmation contained therein, is reasonable and accurate tc the best of my knowledge, and that the aforementioned information, indicates the eligibility of this claimant for funds for the fiscal year of the application pursuant to CAC Section 663: and 6734.
