SUBJECT: APPROVE 9JBNIr'TAL OF GRANT APPI ATION TO STATE OF CALIFORNIA FOR LAND
AND WATER 0Jq3RUAII%T GRANT FCN:PU FOR LODI LAKE PARK WdDERTVESS AREA
RECOMMENDED ACTION: That the City Council adopt a resolution approving the
submittal of a grant application to t. -he State of California for a Land and Water
Conservation Grant for the Lodi Lake Wilderness Area.
BACKGROUND ll4LRMAM A t its March 7, 1989 meeting the Lodi Parks and
Recreation Commission voted `.o recommend that the Council submit a grant
application for improvements to the Lodi Lake Wilderness Area. These grants' are
awarded on a competitive basis whereby jurisdictions submit proposals for
development of outdoor recreation areas and facilities. Local jurisdictions are
required to submit evidence of 100° funding capability. If funding i s awarded,
local jurisdictions are reimbursed for 50%of the costs incurred, upon coii:pletion
of the project.
Improvements to the Wilderness Area would include paving the path abutting the
levee (1500 lineal feet); the introduction of a natural paving material known as
Fibar to the path connecting the existing paved path with the new path (325
lineal feet); the introduction of native foliage at the base of the levee which
will serve as a physical barrier to the homes along Edgewood Drive and provide a
degree of visual separation: the temporary irrigation of this vegetation until
stabilized; and the seeding of the respective areas with native wildflowers and
plants (approximately 9 acren).
The paving of the path is designed to complete the loop path which was begun in
1980 with the construction of the middle path, also using Land and Water
Conservation funds. The planting of .:he nature area and embankment with native
foliage and wildflowers is also "n concert with the Park Master Plan and will be
accomplished at minimal cost by soliciting the assistance of Lodi Unified School
District science classes, local docent groups, and various service club:,. These
nature areas will serve the dual role as focal points for tours and food and
habitat for wildlife.
The provision of trails for public viewing, access and the development of nature
areas rank among the top priorities established by t.hE California Department of
Parks and Recreation. Accordingly, the City Council is encouraged to adopt this
resolution enabling the Parks and Recreation Department to apply for the grant
while reaffirming its commitment to the outdoor recreation needs of its citizens.

RESOLUTION NO. 89-33
A RESOLUTION OF THE LODI CITY COUNCIL
APPROVING THE APPLICATION FOR LAND AND WATER CONSERVATION FUNDS
FOR THE LODI LAKE WILDERNESS AREA IMPROVEMENTS
WHEREAS, the Congress . under Public Law 88-578 has authorized the
establishment of a Federal Land and Water Conservation Fund Grant -In -Aid Program,
providing matching funds to the State of California and its political subdivisions
for acquiring lands and development facilities fog public outdoor recreation
purposes; and
WHEREAS, the State Department of Parks and Recreation i s responsible for
administration of the program in the state, setting up necessary rules and
procedures governing application by local agencies under the program; and
WHEREAS, said adopted procedures established by the State Department of Parks
and Recreation require the applicant to certify by resolution the approval of
applications and the availability of local matching funds prior to submission of
said applications to the state; and
WHEREAS, the proposed Lodi Lake Wilderness Area Improvements project is
consistent with the Statewide Comprehensive Recreation Resources Plan:
California Outdoor Recreation Plan - 1988; and
WHEREAS, the project must be compatible with the land use plans of those
jurisdictions immediately surrounding the project;
NOW,
THEREFORE, BE IT
RESOLVED that the City Council hereby:
1.
Approves the fi I

Land and Water Conservation
Fund assistance;
and
2.
Certifies that
said agency has matching
funds from the following
source: General
Fund, and can finance 130
percent of the project, half
of which will be
reimbursed; and
3.
Certifies that
the project is compatible
with the land use plans of
those jurisdictions immediately surrounding
the project; and
4. Appoints the City Manager as agent of the City to conduct all
negotiations and execute and submit all documents; including, but not
limited to, applications, agreements, ame-rimpnts, billing statements,
and so on which may be necessary for the completion of the
aforementioned project.
