SUBJECT. APPROVE `-'EES AND a-gGFS FOR PARKING, BOAT LAUNCHING, USE OF GROUP PICNIC AREA,
RESERVATIONS FOR TRAILER OVERNIGHT STAYS AT LODI LAKE PARK

Recou.,mended Action : That the City Council approve adjusted fees
fcr Lodi Lake Park parking and boat launch
and create new fees for overnight trailer
parking and group picric site reservations. Additionally, approve
classification of groups to coincide with group picnic site reservations,
fees and charge structure and allow the Parks & Recreation Department to
create an enterprise account to channel these fee monies into a develop-
ment fund for the purpose of capital and general Lodi Lake Park
improvements .
Background Informatina: As per our staff's review and our presentation
to the Parks & Recreation Commission, it is
recommended that the ?arks & Recreation Depart-
ment be allowed to adjust current parking fees of $1.00 Monday through
Sunday to $1.00 Monday through Friday and $2.00 Saturday/Sunday to create
new monies an to alleviate general weekend congestion in the various
parking areas of the park. This weekend adjustment would likewise assess
non-resident users of our facilities to assist with park development and
improvements, which it is found that weekend use by non-residents car.
range from 60-70%. In every meeting that has been held to date with
reference to Lodi Lake Park uses and development, those in attendance
have spoken out in favor of creating some sort of an assessment for
non-residents since it is a foregone conclusion that weekend use in
particular finds the park being used as a regional facility. This is
the staff's and Commission's answer to this concern. Parking fees at
surrounding San Joaquin County parks charge $2.50 per car daily Monday
through Sunday, so we feel we have not overcharged for the right to park
inside the facility on weekends. Along with the above recommendation Eor
adjustment. the staff/Commission would like to see our launching fee
changed from $1.00 per launched craft to $4.00. In checking again with
surrounding boat launching facilities. the lowest vie found was $5.00 per
craft and in many instances a parking. fee was tacked on to this. Our
recommended- $4.00 would include vehicle and craft using our launehi_ng
facilities or the apparent need to do same and parking. This fee would
be a standard daily use fee Monday through Sunday.
Over these many years, we have not charged, -
for overnight trailer/motorhome DLrking at Lodi Lake Park, but have
accepted donations from the trailer groups after use. ' Many times these
groups "uld ask for a rate or an estimate of .what they should donate.
To put this to rest and to standardize a fee, we recommend a $9.00 per
night charge per trailer/motorhome for parking and use of our trailer
facilities on the north side of the park. These monies would be collected

upon entrance to the park. The use of our facility begins in April
and runs through the 2nd of October and is in constant use and demand.
By creating these fees, we see we can realize anywhere from $15,000
to $20,OOOper year on the facilities we currently have. Likewise,
we have reviewed many Frailer/motorhome public parking facilities
and find our recommended fee .to be "very fair" considering the park
facilities, the surrounding of the park and location on the river
and lake.
In regards to group picnic area fees and charges, this would be only
on a reservation request by the public, not in a situation of first-
come, first -serve. Those calling in and making a group picnic reserva-
tion would take priority over general uses by the public and be
monitored by our park rangers. Reservation fees and charges would range
by group classifications (see attached). On a number of occasions, we
have reserved sites, moved in tables, etc., and have received no compen-
sation for this service. We are one of the few departments in our area
or in the State who do not have a fee attached to these services. It
takes paper work, secretarial and park staff time and we feel this
service should be paid for by requesting groups.
In addition to the above, we request that these funds be directed into
an enterprise account and be used tj assist the City in financing
capital improvements and general park improvements for the Lodi Lake
Park facility. We realize these funds solely cannot handle large scale
capital improvements, but it surely would help and those paying the
fees would know it is going right back into improving and adding to
the facility.

GROUP PICNIC USE POLICY
FEES AND CHARGES
FOR THE USE OF CITY PARK FACILITIES
Classification of Groups:
Group A
Department sponsored programs and co-sponsored programs
over which the department has primary responsibility; department
support organizations and advisory groups; other city
departments: educationsal institutions that have joint use agree-
ments with the City of Lodi.
Group B
Eon -profit community organizations that have contributed to
the construction and development of park and recreation
facilities and programs. Local non-profit qualified chartered
youth oriented organizations. Each organization must submit
a written request to qualify for this group to the Lodi Recreation
and Parks Department and must be qualified by the Director.
(EXAMPLE of qualified groups: Cub Scouts, Girl Scouts,
Boy Scouts, Lodi Boys and Girls Club. )
Group C
Non-profit service, charitable. Non-qualified youth organizations,
registered political groups , religious groups, governmental
meetings/workshops (Non -Lodi City hosted) and fraternal
organizations.
Group D
Resident private functions and individual reservations such
as wedding receptions, reunions, socials, and any type of
other Lodi service area event.
Group E Same as "D" except non-resident.
Rental Fees and Charges:
Group A No fee required.
Group B No rental fee required. However, the actual cost of clean-up
(if needed) shall be billed to the organization responsible for
the reservation.
Group C One half the fees and charges established for Group D. Actual
cost of Clem -up to be billed to organization responsible for the
reservation.
Group D Fees and charges to cover the cost of the City's out-of-pocket
expenses. (janitorial, refuse, electricity, and labor for
clean-up.
Group -E Fees and charges to' cover the cost of the City's out-of-pocket
expense'for maintenance and operation plus cost of long term
