MEMORANDUM, City of Lodi, Public Works Department
TO: C i t y Manager
FROM: Pub] i c Works Director
DATE: January 5, 1988
SUBJECT: Petition fcr Stop Signs at Donner Drive/Calaveras Street and
Pioneer Drive/Calaveras Street
At the September 2, 1957 Council meeting, vie reviewed the City's Traffic
Complaint Procedures with the City Council . In accordance with those
procedures, staff has done a preliminary review of the attached request
for stop signs at Donner Drive/Calaveras Street and Pioneer Drive/Calaveras
Street and recommends it be given a low priority.
W received a similar letter request from the Principal of Lawrence School
in November 1986. (See attached letter and complaint form.) W completed
the City's ccmplaint form which indicates there have been no accidents in
1984, 1985, and 1986 at either intersection. i n 1987, there has been one
accident at Donner Drive/Calaveras Street and none at Pioneer Drive/
Calaveras Street.
These two intersections are low on the attached High Accident List. Staff
is currently reviewing accident reports for the first seven signalized
intersections on the High Accident List. This is a time consuming
procedure since these intersections have a high number of accidents (253
accidents in 3 years).
Staff feels the improvements to the signalized intersections have a higher
priority over intersections with zero to one accident over four years. In
January, staff will update the entire High Accident List to include 1987
accidents. New traffic counts will be taken in the area. Unless daily
volumes are near or over 2,000, vie see no reason to control these tee
intersections.

PUBLIC WORKS DEPARTMENT
A dangerous traffic problem exists at the corner of
Calaveras Street and Donner Way. As the Principal of
Lawrence School, I observe this problem daily. Due to the
uniqueness of the curve on Calaveras Street and the place-
ment of both the James Linn Childrens' Center and Lawrence
School, the scene has distinct possibilities for a traumatic
accident.
Parents hurrying, to the Childrens' Center, drivers
hurrying around a sem-blind curve, and many children walking
to school all add up to this possibility. Even without
the children present, I have witnessed several near accidents
involving cars driving one way on COaveras Street and
another on Donner. Drivers are just not aware of each
other on that corner.
4 request is to have a stop sign placed at the inter-
section of the two streets. This sign would stop the north
bound drivers on Calaveras Street and make them aware of
drivers rounding the curve that becomes Donner Drive. I have
had many parents tell nu of their concern for their own
:lives as well as those of their children on this corner.
I have placed school safety patrol members at this
corner but there are still drivers that do not heed
the the safety patrol signs.
I will appreciate your attention to this matter. Some
parents are a bit upset with this situation and a stop sign
would be of great relief to us all.
Thank you,
E. - McCau na
