In the Fall of 1985 the State of California initiated advanced computer
technology to criminal fingerprint identification. The new computerized
identification system (CAL. I.D.) is being offered to California law
enforcement agencies. This program utilizes computer technology to conduct
fingerprint searches of massive data basis of known suspects who have been
arrested in the State of California.
San Joaquin County has opted to participate in this program. The City �f
Lodi`s share of the cost would be a minimum of $13,434.00. (This pays for
the cost of equipment: and participation in the program.) There is also a
possible yearly maintenance cost of $2,000 per year.
If we do not elect to participate in this prograra, the Department of Justice
will no longer process our fingerprints for a records search. Last year we
submitted 71 fingerprints for processing and anticipate an annual increase
in the number of prints that w,e would submit.
I recommend that we buy into the program from the beginning. A decision
needs to be made shortly after the first of the year. I w i 11 be available
at the Council meeting to make a presentation and answer any questions.
