RECOMMENDED ACTION: Adopt resolution acceptingthe improvements under contract for
Lodi GrapeLine bus stop improvements —various locations and
appropriating funds in the amount of $12,052.
BACKGROUND INFORMATION: The contract for this project was awarded to Mo/Jas Construction, of
Stockton, on April 7, 2010, in the amount of $35,314.
This project consisted of constructing improvementsto 20 bus stop locations on Lodi's fixed -route bus
system. Six bus shelters were installed, 11 bus stop locations received new benches, and three bus stop
locations were modified to increase the pedestrian path of travel.
The final contract price was $62,052. The difference between the contract amount and the final contract
price was due to two contract change orders which revised the scope of work. These two contract change
orders added $26,738.50 to the contract. Of this total change order amount, $12,380.50 was caused by a
revised design for the bus stop at the northeast corner of Hutchins Street and Century Boulevard. Per the
recommendation of the transit company, the bus stop location was moved further north, away from
Century Boulevard. This new location increased the length of the access walkway, required the removal
of a tree, and added a handrail along the edge of the access path. In addition, Mo/Jas Construction
performed additional asphalt concrete repairwork on the Hutchins Streetfrontage road.
Of the remaining $14,358 in change order work, $5,983 was spent on additional bus stop improvements
that were not included in the original contract. This work included the relocation of two benches, the
installation of six solar batteries to power the bus shelter lighting, and the installation of bus stop
informational signs on three neW bus shelters. The balance of the contract change order work ($8,375)
was due to additional concrete flatwork and curbing to address grade and maintenance issues, and a
remobilization cost due to a bus shelter that needed repair work before the installation could proceed.
As part of the contract award for this project, Council approved an appropriation of $50,000. Staff is now
requesting an additional appropriation of $12,052 to cover the contract change order work.
Following acceptance by the City Council, as required by law, the City Engineerwill file a Notice of
Completion with the County Recorder's office. The notice serves to notify vendors and subcontractors
that the project is complete and begins their 30 -day period to file a stop notice requiring the City to
withhold payments from the prime contractor in the event of a payment dispute.

RESOLUTION NO. 2010-221
A RESOLUTION OF THE LODI CITY COUNCIL ACCEPTING
IMPROVEMENTS UNDER CONTRACT FOR LODI GRAPELINE
BUS STOP IMPROVEMENTS — VARIOUS LOCATIONS AND
FURTHER APPROPRIATING ADDITIONAL FUNDS
WHEREAS, the project was awarded to Mo/Jas Construction, of Stockton, on April 7,
2010, in the amount of $35,314 and has been completed in substantial conformance with the
plans and specifications approved by City Council on February 3, 2010; and
WHEREAS, this project consisted of construction improvementsto 20 bus stop locations
on Lodi's fixed -route bus system with 6 bus shelters being installed, 11 bus stop locations
receiving new benches, and 3 bus stop locations being modified to increase the pedestrian path
of travel; and
WHEREAS, additional funds are needed to pay for two contract change orders, which
included modifications to two additional bus stop locations, additional concrete flatwork and
curbing, installation of solar batteries on six bus shelters, new railings, and additional asphalt
work.
NOW, THEREFORE' BE IT RESOLVED that the Lodi City Council does hereby accept
the improvements under the contract for the Lodi GrapeLine Bus Stop Improvements — Various
Locations and directs the City Engineer to file a Notice of Completion with the County
Recorder's Office; and
BE IT FURTHER RESOLVED that additional funds in the amount of $12,052 be
appropriated from the Transportation Development Act Fund for this project.
