BACKGROUND INFORMATION: The Water/Wastewater Division's Vehicle No. 04-116, a 1969 Ford crane truck, has exceeded its useful life (see ExhibitA) and needs to be replaced. Since entering service, the City has spent over $60,000 on repairs to this vehicle. In addition, certain components, such as brake operation, have become increasingly unreliable, rendering the truck too dangerous for driving on City streets and, therefore, operation has been confined to the White Slough facility. Considering vehicle age, parts availability, and maintenance history, it is not cost-effective to continue operating this vehicle. Therefore, replacement is recommended. The crane truck is used on a daily basis by the Water/Wastewater, Streets and Drainage, Facilities and Parks Divisions and White Slough Water Pollution Control Facilityto set and pull pumps for water wells, sewer lift stations and storm pump stations. It is used to make large water taps, carry shoring for trench safety, lift and set steel plates to cover holes, haul pumps in for repairs, clean storm gates, and perform well construction and well repairs. Per Lodi Municipal Code Section 3.20-045, State and Local Agency Contracts, the bidding process may be waived when it is advantageous for the City, with appropriate approval by the City Manager and Council, to use contracts that have been awarded by other California public agencies, provided that their award was in compliance with their formal ly-adopted bidding or negotiation procedures. Staff recommends purchase of the 2010 Ford F750 utilizing Lake County Bid No. 09-37 for one new 2010 crane truck. FISCAL IMPACT: Replacement of Vehicle No. 04-116 will save repair costs and increase crew safety and productivity by employing a modern piece of equipment.
