BACKGROUND INFORMATION: At the October 21, 1992 meeting, City Council received the attached written complaint from a citizen regarding truck and trailer parking on City streets at night and on weekends. The concerns expressed in this letter are as fmlows : ° Truck parking should be allowed only while deliveries are being made ° Streets are too narrow to allow truck parking ° Eliminate truck parking on residential streets ° Need for weight limits on all noncommercial streets ° Local trucking companies should provide private parking facilities • Aesthetics Locations specifically indicated in the letter as areas where truck parking is occurring are Keagle Way, Mills Avenue at Tokay Street and Turner Road at Woodhaven Lane. The City's existing truck parking ordinance is designed to prohibit truck parking in residentially zoned areas except while in the process of being loaded or unloaded (Exhibit N. Of the three areas indicated by the complainant, truck parking is legal onl, at the nonresidential areas adjacent to the intersection of Turner Road and Vlkodi►aven Lane. Truck parking on Keagle Way and on Mills Avenue at Tokay Street is illegal under our existing ordinance. Kiriu, Senior Engineering Technician JLR/RSK/1m Attachment cc: Police Chief Street Superintendent Associate Traffic Engineer Concerned citizen CTRUCKPK/TXTW.02M (CO.COM) November 11, 1992 Sept. 21, 1992 TO WHOM IT HAY CONCERN; I have a complaint about truck's and trailer's parked on city streets, at nlght and over the weekends. The trucks should only be parked &or deliveries, not for any other reason. The streets of Lodi are much to narrow for parking of Big Rigs or Bobtail trucks. It' hard enough to drive wlth cars parked and children playing, we don't need eight foot aide and forty foot long truck8 parked on residential streets. All streets that have no commercial use 'and are nota thoroughfare in or out of our city, I believe should be posted with a weight limit, like most other cities. Truck8 owned or operated by companies within or close to our city llmits, such as Valley Materials, or Teresi Trucking and others, should have parking facilities for their equipment. These Big Rigs parked on Keagle way, Mills at Tokay and Turner and ,Chestnut ste obstruct and I believe give Lodi the picture that we don't care about the residents of our community. Thank you for your time and consideration. Exhibit A 10.52.050 Parking restrictions. A.
