MEETING DATE: October 6, 2010 SUBMITTED BY: Human Resources Manager RECOMMENDED ACTION: Adopt resolution approving job description, salary range and reclassification for the position of Supervising Budget Analyst. BACKGROUND INFORMATION: Over the past year, the City has embarked on an ambitious campaign to systematically update all City job descriptions so that they are reflective of each employee's assigned job duties. In very few instances, this review has identified employees working above, or below, their current classification and thus a salary adjustment has been requested. Staff requests Council approve a new job description and salary range for Supervising Budget Analyst (See Exhibit A). At present, there are two Management Analysts assigned to the City's Budget Division. One Management Analyst has assumed duties that are of a higher classification than a Management Analyst. Specifically, the incumbent is performing the additional duties and responsibilities for coordinating the activities of the Budget Division; coordinating the City's annual and mid -year budget process; performing City-wide cost of services analysis and projections; overseeing City leases and rental agreements; coordinating the capital budget processes; and investigating and resolving both revenue and expense discrepancies. Staff recommends the new Supervising Budget Analyst salary range be $5,647.31 - $6,864.34, which is approximately 18 percent above the current range for the Management Analyst. It is the same range for the Supervising Accountant, a comparable position in the Finance Division. The former position of Management Analyst is within the Mid -Management Bargaining Group. The Supervising Budget Analyst will become a Confidential position given the incumbent's participation in City bargaining strategy. The Mid -Management Association has approved of this reclassification and the designation of this position as Confidential. The incumbent for this position will be placed in the range at a step that would result in an increase of about $5,300 annually. FISCAL IMPACT: An increase of approximately $6,400, including additional expenses related to retirement costs and payroll taxes will be incurred for FY 2010/11. DEFINITION To perform a variety of professional and technical work related to the preparation and monitoring of the citywide annual budget and other special budgets, projects and reports; conduct operational analysis and management studies on any and all levels d the City government; provide staff assistance on a variety of projects; and to petform related duties as assigned. SUPERVISION RECEIVED AND EXERCISED Supervision is given by the Deputy City Manager. May supervise assigned staff. EXAMPLES OF DUTIES Duties include, but are not limited to the following: Plan, organize, analyze and communicate the City's annual operating and capital improvement budget development process; recommend and prepare budget amendments; maintain continuing review of budget expenditures; recommend appropriate action in response to budget variances; assist in budget hearings: Conduct cost/benefit analyses and develop the forecast of funds needed for staffing, equipment, materials, and supplies related to City budget; analyzes alternatives and makes recommendations regarding such matters as staffing, capital and equipment purchases, and cost control; Design and perform a variety of professional level administrative studies; statisticai anaiyses and projects; prepare narrative or statistical reports, correspondence, other written materials, findings and recommendations related to administrative and other departmental matters; may assist in presenting reports to the City Council, commissions, committees and boards; Coordinate or prepare internal service allocation schedules, cost allocation plans, rate calculations and fee studies; Assigns, monitors, reviews, and coordinates work of assigned professional, technical and administrative support staff in performing budget development functions; WAdministration\PersonneMob Descriptions\Rnance•8udget Analyst JUL 10.doc Coordinate and analyze budgetary data provided by departmental management analysts; provide instructions and direction to departmental management analysts; Coordinate annual updates to the City Capital Improvement Plan; Coordinate leased property/asset management function; Answer questions and provide information to City employees and the public; receive and investigate complaints and recommend corrective action, as necessary to resolve complaints; Performs other duties related to the operation of the department and the City including additional duties that enable the department and City to meet the diverse needs of its community MINIMUM QUALIFICATIONS Knowledge of: Principals and practices of public administration, budget and payroll administration; organizational and management practices as applied to the analyses and evaluation of programs, policies and operational needs; Principals and practices of administration research and statistical analysis; Administrative reports and presentation development; Pertinent Federal, State, and local rules, regulations and ordinances; Principles and practices of supervision, training and performance evaluation; Current computer technology, including principles and practices of electronic filing systems and information systems; Ability to: Plan, organize, analyze and communicate the City's annual operating budget development process; recommend and prepare budget amendments; maintain continuing review of budget expenditures; recommend appropriate action in response to budget variances; assist in budget hearings; Analyze complex budgeting and finance -related issues; identify problems and alternative solutions, develop recommendations, project consequences of proposed actions and implement recommendations; Gather, display and analyze complex statistical data; perform technical data queries and prepare complex spreadsheets; Communicate clearly and concisely, both orally and in writing; gain cooperation through discussion and persuasion; Select, supervise, train and evaluate personnel; Establish and maintain cooperative working relationships with those contacted in the course of work. EXPERIENCE AND EDUCATION Experience Five years of increasingly responsible professional budget, payroll, accounting or highly related administrative experience. Education Equivalentto a Bachelor's degree from an accredited college or university with major course work in accounting, business administration, public administration, economics or a related field.
