Services Agreement with HDR, Inc. of Folsom, for Final Design of the
Surface Water Treatment Facility and Transmission Project and
Appropriate Funds ($58,005)

RECOMMENDED ACTION: Adopt a resolution approving Amendment Number 1 to the
Professional Services Agreement with HDR, Inc. of Folsom, for
Final Design of the Surface Water Treatment Facilityand
Transmission Project and appropriate funds in the amount of
$58,005.
BACKGROUND INFORMATION:On December 6,2009, City Council approved the
professional services agreement with HDR, Inc. for final design
of the surface water treatment facility and transmission project.
Resulting from revisions to the project scope and addition's
resulting from review by the Site Plan and Architectural Review Committee (SPARC), the project
scope and compensation need amending.
The changes to the project scope are summarized below and described in the attached Exhibit A.
1. Design expanded to include the reconstruction of Mills Avenue including the removal and
replacement of damaged or non-standard curb returns, curb, and sidewalk. Deflection
testing of the existing pavement indicated that reconstruction is necessary.
2. SPARC added requirements for masonry block walls and landscaping in the area between
the water plant and Turner Road.
3. Electric Utility Department (EUD) requested the project include work to design and install
Supervisory Control and Data Acquisition (SCADA) equipment at the well sites instead of
that work being performed by EUD.
4. Staff requested a design revision and safety enhancementthat included the addition of an
onsite hypochlorite generation system in lieu of transporting and storing higher
concentration chlorine products onsite.
5. Preparation of various exhibit materials for use at other agency meetings including
Woodbridge Municipal Advisory Council, Woodbridge Irrigation District, and SPARC.
Amendment Number 1 will increase the contract value by $58,005 and the appropriation of those
funds is requested.

HDR ENGINEERING] INC. ("HDR") entered into an Agreement on January 6, 2010 to perform
engineering services for City of Lodi, Surface Water Treatment Facility and Transmission Project
("PROJECT");
The City of Lodi desires to amend this Agreement in order for HDR to perform services beyond those
previously contemplated;
HDR is willing to amend the agreement and perform the additional engineering services.
NOW, THEREFORE, HDR and CITY OF LODI do hereby agree:

exhibits listed below;

RE: Proposed Amendment No. 1 for Surface Water Treatment Facility and
Transmission Project- Final Design Services
Dear Wally:
HDR respectfully submits the following amendment to the Surface Water Treatment
Facility and Transmission Project engineering contract for your review and consideration.
This amendment is being proposed to cover the following out -of -scope work items:
1, Design of Repaving of Mills Drive - This added scope will include designing the
pavement, handicap ramps at intersections, and relocating affected storm drain
inlets along the Mills Drive from W. Turner Road to the end of the transmission
main work.
2. Design of Added Landscaping - Design of drought resistant landscaping will be
added on the property to the south cf the SWTF site bordered by the SWTF to the
north, the UPRR tracks to the west, and the access road to the east. The area to be
landscaped is approximately 0.75 acres.
3. Design of SCADA Panels for Water Well Improvements - At the time the scope of
services for the final design was written, it was understood that the Landis &Gear
SCADA units at each well were being replaced by City forces. During Final Design,
Abel Palacio informed us that they decided to have this work be doe as part cf the
SWTF project. SACADA design includes locating the panels at each site and
writing a specification for the SCADA system.
4. Design of On -Site Hypochlorite System - After initially completing 60% design of a
standard hypochlorite system, the City made the decision to switch to an on-site
generation systembecause of the life cycle cost savings involved. A complete design
of a 5001b/day on-site generation system is now included.
5. Preparation of Exhibits for Meetings - Exhibit materials will be prepared for
meetings for SPARC, and the Woodbridge MAC.

The attached table shows a summary of the total budget requests for the items described
above. The total being requested is $58,005.

RESOLUTION NO. 2010-170
A RESOLUTION OF THE LODI CITY COUNCIL APPROVING AMENDMENT
NO. 1 TO THE PROFESSIONAL SERVICES AGREEMENT WITH HDR, INC.,
OF FOLSOM, FOR FINAL DESIGN OF SURFACE WATER TREATMENT
FACILITYAND TRANSMISSION PROJECT AND APPROPRIATE FUNDS
WHEREAS, on April 4, 2007, the City Council gave approval for HDR, Inc., to
prepare the Surface Water Treatment Facility Conceptual Design and Feasibility
Evaluation and on March 13, 2009, gave approval for HDR, Inc., to prepare the 30
percent preliminary plans and the environmental impact report (mitigated negative
declaration); and
WHEREAS, on December 16, 2009, the City Council gave approval for HDR,
Inc., to prepare the Surface Water Treatment Facility Final Design including plans and
specifications; and
WHEREAS, the scope of services for the HDR agreement did not anticipate
requirements of the Site Plan and Architectural Review Committee and other local
agencies; and
WHEREAS, staff recommends amending the HDR agreement and appropriating
additional funds in the amount of $58,005 for the project.
NOW, THEREFORE, BE IT RESOLVED that the Lodi City Council does hereby
approve Amendment No. 1 to the HDR agreement for final design of the Surface Water
Treatment Facility in the amount of $58,005.
