RECOMMENDED ACTION: Adopt a resolution authorizing City Managerto execute an
amendment to the security services contract with Securitas Security
Services USA, Inc., approve the requestfor proposals (RFP), and
authorize advertisement for bids for security services for the Lodi
Transit Station and Parking Structure.
BACKGROUND INFORMATION: At the August 15, 2007 City Council meeting, City Council awarded
the security services contract for the Lodi Transit Station and
Parking Structure to Securitas Security Services USA, Inc. for three
years, including a two-year extension. The three-year contract ends
in October 4, 2010. Staff recommends the City extend the current contract to December 31, 2010, not
execute the extension, and solicit request for proposals for security services since the City is adding
camera monitoring requirements.
The City recently received State funding for additional security improvements (cameras and a closed
circuit security system) at the Lodi Transit Parking Structure. City staff plans to install cameras and a
closed circuit security system inside the Lodi Transit Station with funds remaining from a 2008 State
grant. In addition, there is new technology available to monitor and verify the security officers'
performance inspectionsthat will be included in the proposed security services RFP.
Currently, the Lodi Transit Station and Parking Structure have security guards during the evening
weekday hours and 24 hours a day on weekends. Over the past year, burglaries increased at the Lodi
Transit Parking Structure until the Lodi Police Department (LPD) completed a sting operation arresting
two juveniles. The current security contractor has stepped up its operation by placing an additional
security officer on site and utilizing a bicycle patrol. Since the LPD operation was reported in the Lodi
News -Sentinel, there have been no reported burglaries at the transit facilities.
FISCAL IMPACT: The annual cost for this service was budgeted in the Transit operation
accounts. The amendment extension will be provided at the current rate
($14.70/ hour) and will cost approximately $17,500.

THE CITY MANAGER TO EXECUTE AN AMENDMENT TO

USA, INC., EXTENDINGTHE CONTRACTTHROUGH
DECEMBER 31,2010, AND FURTHER APPROVING
REQUEST FOR PROPOSALSAND AUTHORIZATION FOR
ADVERTISEMENT FOR SECURITY SERVICES FOR THE
LODI TRANSIT STATION AND PARKING STRUCTURE

WHEREAS, at its August 15, 2007, meeting, the City Council awarded the
security services contract for the Lodi Transit Station and Parking Structure to Securitas
Security Services USA, Inc., for three years, which included a provision for a two-year
extension; and
WHEREAS, the three-year contract ends in mid-October 2010, and staff
recommends not executing the two-year extension but rather recommends soliciting
Request for Proposals for security services that include camera monitoring
requirements.
NOW, THEREFORE, BE IT RESOLVED that the Lodi City Council does hereby
authorize the City Manager to execute an amendment to the security services contract
with Securitas Security Services USA, Inc., extending the contract through December
31,2010; and
BE IT FURTHER RESOLVED that the Lodi City Council approves Request for
Proposals and authorizes advertisement for security services for the Lodi Transit Station
and Parking Structure.
