SUBJECT: SPECIFICATIONS AND ADVERTISEMENT FOR BIDS FOR THE PURCHASE OF 57 CLASS 3
MOOD UTILITY POLES
RECOMMENDED ACTION: That the City Council approve the specifications
and authorize advertisement for bids for the purchase of 57 Class 3
wood utility poles.
BACKGROUND INFORMATION: Poles in six lengths are included in this
bid:

These poles will be purchased to support the Electric Utility
Department's ongoing maintenance program of replacing damaged or
deteriorating poles currently in the system.
The estimated cost of this purchase is $20,000, with delivery expected
about 6 weeks following placement of order.
Funding is available in the Electric Utility Department's operating
fund.
The bid opening date has been set for Wednesday, September 19-, 1990.

SPECIFICATIONS
WOOD UTILITY POLES
1.0 SCOPE
These specifications cover the minimum acceptable quality of
full-length wood poles for use in the City of Lodi's overhead
distribution and transmission system.
2.0 SPECIFICATIONS
The following specifications shall be met:
A. Poles and methods of manufacturing shall be in
accordance with ANSI Standard 05.1-1979, "Specifications
and Dimensions for Wood Poles," or the latest revision
thereof, except the spiral grain of any poles shall not
exceed one complete twist in an 30 feet.
B. Poles shall be cut, marked and bored as specified in
Section 6.0 of this specification.
C. Poles that are drilled, other than as specified, (i.e.
for better preservative penetration, etc.) will be
rejected.
3.0 TREATING REQUIREMENTS
The following requirements shall bi met:
A. Prior to treatment, poles shall be seasoned to a
maximum of twenty-five percent (25%) moisture content of
the sapwood based upon the oven -dried weight.
B. Poles shall be Douglas Fir and pressure -treated with
pentachlorophenol by Cellon, Dow process in
accordance with the requirements of AWPA* Standards C1,
"All Timber Products --Preservative Treatment by Pressure
Processes," and C4, "Poles --Preservative Treatments by
Pressure Processes," or the latest revisions thereof.

D. Retention shall be not less than 0.45 pounds of
pentachlorophenol per cubic foot of wood
4.0 OTHER SPECXES AND TREATMENTS
Quotations on species other than Douglas Fir and quotations on
Douglas Fir treated with pentachlorophenol in a heavy petroleum
solution which otherwise meet or exceed the requirements of these
specifications will be considered as an alternate.
5.0 HAl\DLIlVG AND SHIPPING
The following requirements shall be met:
A. After treatment, the pole surface shall not be damaged
by dragging or from the use of cant hooks, peavies,
tongs, cables, slings and other tools normally used in
pole -handling operations.
B. Unloading shall be performed only by crane or boom
suppliedby the trucker/bidder. All shipments will' be

A. Markin
Poles shall be permanently marked on the face and the
butt of each pole in accordance with ANSI Standard 05-1-1979.
Exception: The distance of the pole brands from the butt
shall be: 10' for 50' pole lengths and below
14' for 55' - 75' pole lengths
18' for 80' - 100' pole lengths
B. Cutting and Boring
1. Full-lenth treated poles shall be cut, bored (if
required] and marked before treatment.
2. Poles shall be cut so that the butts are approximately
square.
3. Poles shall be cut so that the tops have a slope in any
direction of not more than two inches (2") over the
diameter (refer to Detail A, attached).
4. All 45' and 50' poles shall have holes bored as shown
in Detail B, attached.
