BACKGROUND INFORMATION: Improvements at Camellia Plaza, Tract No. 2473, have been completed in substantial conformance with the requirements of the Improvement Agreement between the City of Lodi and Joyce J. Houston, Arvilla Ynez Capel I, and The Bender Family 1989 Trust, dated October 25, 1991, as shown on Drawings No. 910031 - 91DO33, and as specifically set forth in the plans and specifications approved by the City Council. That all requirements of the Improvement Agreement between the City of Lodi and Joyce J. Houston, Arvilla Ynez Capell, and The Bender Family 1989 Trust dated October 25, 1991 for the improvements for Camillia Plaza, Tract No. 2473 have been substantially complied with. The improvements are shown on Drawings Nos. 91DO31 - 91D033 on file in the Public Works Department, and as specifically set forth in the plans and specifications approved by the City council. 2.
