In response to Mayor Pro Tempore Hitchcock, Mr. Bartlam stated the primarydownside to
participating in the compact is the amount of staff that can be dedicatedto the program.
Mr. Bartlam stated other cities had similar concerns and he is not sure why the City of Tracy is
not participating in the program.
In response to Mayor Pro Tempore Hitchcock, Mr. Bartlam stated if the group is successful the
City will receive money for projects it intends to do regardless such as the Development Code
preparation and implementation of the General Plan.
In response to Mayor Katzakian, Mr. Bartlam stated the City would not be competing against
other cities from the area by participating in the group program.
In responseto Council Member Mounce, Mr. Bartlam stated the process is differentfrom the
Community Development Block Grant process because the City is not subservient to another
entity but a partner in a broader group. He stated to date there are no administration fees.
Mayor Pro Tempore Hitchcock made a motion, second by Council Member Hansen, to adopt
Resolution No. 2010-148 approving participation with the San Joaquin Valley Partner Cities in the
Smart Valley Places Compact.

E. Comments by the Public on Non-Aaenda Items
THE TIME ALLOWED PER NON -AGENDA ITEM FOR COMMENTS MADE BY THE
PUBLIC IS LIMITED TO FIVE MINUTES. The City Council cannot deliberate or take any
action on a non-aaenda item unless there is factual evidence presented to the City Council
indicatina that the subiect brouaht up by the public does fall into one of the exceptions
under Government Code Section 54954.2 in that (a) there is an emeraencv situation, or (b)
the need to take action on the item arose subsequent to the agenda's being posted.
Unlessthe City Council is presented with this factual evidence. the City Council will refer
the matterfor review and placement on a future City Council aaenda.
Nancy Swindell, representing AFSCME, spoke in regard to the desire of the group to obtain a
9/80 work schedule and the benefits associated with the same.
Currently there are 79 Maintenance & Operators members
7 are working a 4/10 schedule
2 are working a 9/80 schedule
Currently there are 88 General Services members
2 are working a 4/10 schedule
22 are working a 9/80 schedule
6 are working but closed to the public on Fridays
Currently, the majority of the employees in the following departments are on a
modified work schedule:
Electric Utility
Police Department
Fire Department
The Library has reduced public hours by closing on Fridays
There are several Public Works employees on a modified schedules and or
modified work hours that have been in place for several years.
The Parks employees work modified work hours that have been place for several
years.

PRESS RELEASE - CITY OF GALT
NEW OFFICE HOURS
Galt, CA,--- The City of Galt's offices will be closed for 11 unpaid furlough days between
now and June 30, 2011. City staff has been working diligently over the past several
months to develop a cost reduction program to help balance the City's budget without
significantly impacting the services provided to the community and avoiding employee
layoffs. The City was recently able to reach agreement with all of its employee groups to
save money through the implementation of this furlough program and a 9/80work
schedule where employeeswork longer days but receive every other Friday off. In order
to provide further savings to the City and to maintain a fixed schedule of office hours for
the public, City offices will be closed every Friday. The new office hours, effective April
12, 2010, areas follows:
City Hall and Parks and Recreation offices will be open 8:00 a.m. to 5:30 p.m.
Monday through Thursday. These offices are currently open from 9: 00to 5:00.
These new extended hours will improve public accessibility to City services by
extending City hours for citizens to come in before or after work to sign up for
recreation classes, pay utility bills, fill out employment applications and conduct
other city business.
The Municipal Services Center, located on Industrial Drive, will be open 7:30-
5:30 Mondaythrough Thursday.
The Police Department hours will not change and will continue to be open
Monday through Friday 8:00 a.m. to 5:00 p.m.
The City will save approximately $400,000 in employment costs with this plan. In
addition, it is anticipated the compressed work week will help the City "Go Green" by
reducing the City's carbon footprint and reduce energy costs by powering down lights,
fans, computers, and air conditioning on Fridays, which is a further cost savings. Many
other local agencies, including Tracy, Manteca, Stockton and Lathrop, have adopted
similar schedules and have reported a positive response from employees and citizens.
