Installation of Stop Control on Pixley Parkway at Auto Center Drive

RECOMMENDED ACTION: Adopt a resolution amending Traffic Resolution No. 97-148 by
approving the installation of a stop control on Pixley Parkway at
Auto Center Drive.
BACKGROUND INFORMATION: In September of this year, the Department of Motor Vehicles (DMV)
facility will be moving from its current location on 700 East Pine Street
to 1222 Pixley Parkway. The new location will provide much needed
additional on-site and on -street parking.
The area adjacent to the new DMV facility consists primarily of undeveloped parcels. Current traffic volumes
are relatively low; however, the new DMV facility is expected to significantly increase traffic volumes in the
area. Based on the expected increase in traffic volumes, G & B Development Company, LLC, the company
developing the DMV facility, has requested the City consider installing a stop control on Pixley Parkway at
Auto Center Drive, as shown on Exhibit A. Pixley Parkway terminates at Auto Center Drive, forming a "T"
intersection, and there are no existing traffic controls posted at the intersection. The lack of a posted traffic
control at "T" intersections is not unusual as drivers on the terminating street (i.e., Pixley Parkway) must yield
to drivers on the through street (i.e., Auto Center Drive).
Department guidelines for the installation of yield and stop signs are typically based on traffic volumes on the
through street (Auto Center Drive) and/or visibility of cross street traffic while approaching the intersection on
the terminating street (Pixley Parkway). However, since this area is mostly undeveloped, this information is
currently unknown. Although there is currently a lack of available data in this area to review against
department guidelines, staff does not object to installation of a stop control at this intersection. Particularly
since all of the numerous"T" intersections that exist in this industrial area located east of Highway 99 are
controlled and the installation of this stop control will have little or no affect on traffic flow at the intersection.
FISCAL IMPACT: There will be a slight increase of long-term maintenance cost of the added
pavement marking and stop sign.
FUNDING AVAILABLE: The approximate cost of $450 to install the stop sign and pavement
markingswill befr m the Street Maintenance Account (3215031).

A RESOLUTION OF THE LODI CITY COUNCILAPPROVING
THE INSTALLATION OF A STOP CONTROL ON PIXLEY
PARKWAYAT AUTO CENTER DRIVE, AND THEREBY
AMENDING TRAFFIC RESOLUTION NO. 97-148, SECTION 2
WHEREAS, in September 2010, the Departmentof MotorVehicles (DMV) will be moving
from its current location to 1222 Pixley Parkway, significantly increasing traffic volumes in that
area; and
WHEREAS, G & B Development Company, LLC, the developer of the DMV facility
project, has requested that the City install a stop control on Pixley Parkway at Auto Center
Drive; and
WHEREAS, staff does not object to installation of a stop control at this intersection,
since all of the numerous "T" intersections that exist in this industrial area are controlled and the
installation of this stop control will have little or no affect on traffic flow at the intersection.
NOW, THEREFORE, BE IT RESOLVED that the Lodi City Council does hereby approve
the installation of a stop control on Pixley Parkway at Auto Center Drive, as shown on Exhibit A;
and
BE IT FURTHER RESOLVED that City of Lodi Traffic Resolution No. 97-148, Section 2,
"Through Streets, Stop Intersections, and Yield Intersections," is hereby amended by the
installation of a stop control on Pixley Parkwayat Auto Center Drive, as shown on Exhibit A.
