AGENDA TITLE: Adopt Resolution Authorizing Submittal of Safe Route to School Grant Application to
California Department of Transportation and Authorizing City Manager to Execute
Grant Application

RECOMMENDED ACTION: Adopt a resolution authorizing the submittal of a Safe Route to
School grant application to the California Department of
Transportation and authorizing the City Managerto execute the
grant application.
BACKGROUND INFORMATION: The City of Lodi, in conjunction with the Lodi Unified School District
(LUSD), has been successful in receiving funds from the Safe Route
to School (SR2S) program for pedestrian improvements. It is time
again to submit grant applications for the SR2S program, Ninth cycle.
The program is intended to improve and enhance the safety of pedestrian and bicycle facilities. Over the
past years, the SR2S program funded the lighted crosswalks for Lawrence and Reese Elementary
School students, construction of a new roadway and pedestrian/bicycle pathway near Lodi High School,
and installation of new pedestrian -warning signs adjacent to all the schools.
The City is submitting an application, in cooperation with LUSD, for environmental review, engineering,
and construction costs for the Tokay Street/Union Pacific Railroad (UPRR) pedestrian and bicycle
improvements (Exhibit A). The project includes construction of pedestrian automatic gates, barrier
channelization/fencing, sidewalk, detectable warning devices, asphalt pavement, bicycle facility, rail
flangeway filler material, and traffic control signage on Tokay Street at UPRR. The facility will primarily
serve Needham Elementary, Heritage Elementary, Lodi Middle, Millswood Middle, and Lodi High School
students living east of the Union Pacific Railroad (UPRR) tracks. Currently, approximately 300 to 400
students per day cross at the proposed pedestrian crossing project to travel to and from affected schools.
The estimated cost for this project is $500,000.
FISCAL IMPACT: The SR2S program provides funds for 90 percent of the project total
($450,000) and 10 percent local match ($50,000). Local match will be
determined pending a successful grant and include available sources from
Transportation Development Act (TDA) and LUSD.
FUNDING AVAILABLE: Not applicable at this time. Local match to be determined pending a
successful grant.

AUTHORIZINGTHE CITY MANAGERTO SUBMIT

CALIFORNIA DEPARTMENT OF TRANSPORTATION
(CALTRANS)
WHEREAS, the City of Lodi, in conjunction with the Lodi Unified School District,
has been successful in receiving funds from the Safe Route to School program, which is
intended to improve and enhance the safety of pedestrian and bicycle facilities; and
WHEREAS, staff recommends submitting an application, in cooperation with Lodi
Unified School District, for environmental review, engineering, and construction costs for
the Tokay Street/Union Pacific Railroad pedestrian and bicycle improvements, including
the construction of pedestrian automatic gates, barrier channelization/fencing, sidewalk,
detectable warning devices, asphalt pavement, bicycle facility, rail flangeway filler
material, and traffic control signage.
NOW, THEREFORE, BE IT RESOLVED that the Lodi City Council does hereby
authorize the submittal of a grant application in the amount of $500,000 for the Caltrans
Safe Route to School Program for the project listed above; and
BE IT FURTHER RESOLVED that the City Manager is hereby authorized and
directed to execute the grant application on behalf of the City of Lodi.
