RECOMMENDED ACTION: Adopt resolution authorizing the Lodi Police Departmentto
participate in a Traffic Initiative Grant funded by the Office of Traffic
Safety.
BACKGROUND INFORMATION: Lodi has a significant problem with alcohol and speed -related fatal
and injury collisions, including those involving hit-and-run drivers
and motorcyclists. Statisticsfrom the Office of Traffic Safety (OTS)
illustratethis problem.
By adopting this resolution, the Police Departmentwill be eligible to receive a $125,000 grant from OTS
to develop and implement a comprehensive traffic safety enforcement program to reduce fatal and injury
collisionswhere the primary collision factor is driving underthe influence or speed. The projectwill also
work to reduce motorcycle involved fatal and injury collisions.
The OTS develops rankings based on the Statewide Integrated Traffic Records System data for
collisions reported by agencies other than the California Highway Patrol. The most recent available
rankings are for 2008. Lodi is one of 103 California municipalities in the 50,000 -to -100,000 population
category.
According to the 2008 OTS rankings, with 1 representing the highest number of victims/collisions and
103 the lowest, Lodi ranked 35th in total fatal and injury collisions. In addition, the City was 39th in alcohol -
involved collisions, 11th in drivers ages 21 to 34 who had been drinking, 26th in motorcycle collisions, 57th
in nighttime collisions (9 p.m. to 3 a.m.) and 17th in hit -and -runs. in addition, City police officers made
386 DUI arrests in 2008, 89th out of 103 municipalities.
To address DUI, the Police Departmentwill deploy existing officers on weekend and holiday evenings for
DUI saturation enforcement and will conduct eight DUI checkpoints during the grant period. The project
includes motorcycle saturation enforcement as well. To address hit-and-run collisions, the Police
Departmentwill conduct driver's license checkpoints at all DUI checkpoints.
With Council approval, the City of Lodi and State of California OTS will enter into an agreement that
provides $125,000 to the City to fund enhanced enforcement and education and purchase related
materials.

FISCAL IMPACT: This grant will allow the City to conduct needed education and enforcement
without using General Fund dollars.

on an overtime basis. The funded strategies include DUI/Driver's License checkpoints and DUI saturation
patrols. This program will also develop a "Hot Sheet" program and conduct "Stakeout" operations for officers to
concentrate on repeat DUI offenders on probation who have had their license suspended or revoked. Court
"stings" operations will focus on DUI offenders with a suspended or revoked driver license who get behind the
wheel after leaving court. Through warrant service details, the police department will target repeat DUI
violators who failed to appear in court or violate probation. Special enforcement operations to reduce the
number of motorcyclists killed and injured in alcohol involved collisions will also be conducted. These
strategies are designed to earn media attention thus enhancing the overall deterrent effect.

Overtime
Budgeted grant activities will be conducted by agency personnel on an overtime basis. Grant funded
operations may be conducted by personnel such as an Officer, Lieutenant, Sergeant, Corporal, Deputy,
Community Services Officer, Dispatcher etc., depending on the titles used by the agency. Personnel will be
deployed as needed to accomplishthe grant goals and objectives.

Costs are included for appropriate staff to attend conferences and training events supporting the grants goals
and objectives and/or traffic safety. Funds may be used to attend OTS approved training. Anticipated travel
and events include local mileage for grant activities and meetings, the OTS Training Summit, and Vehicular
Homicide Seminar. All conferences, seminars or training not specifically identfzed in the Schedule B-1,
must be approved by OTS. All travel claimed would be at the agency approved rate. Per Diem may not be
claimedfor mealsprovided at conferences when registrationfees arepaid with OTSgrantfunds.
Note: To be eligible to attend the Vehicular Homicide Seminar, the grantee must have successfully
completed the POST DWI Detection and SFST course along with completion of the Accident Scene
Investigation course. The officer/detective selected to attend the Vehicle Homicide Seminar should be
currently assigned to work on DUI fatal collisions for their agency.

'EQUIPMENT:
Traffic Collision Reconstruction System —1 system includes a laptop computer with computer -aided -
drawing and trigonometric calculation software that reduces the time required to sketch a collision scene and
perform math calculations. The system may include an electronic transit and electronic distance measuring
device, data recorders, sales tax, and other modifications, attachments, accessories or auxiliary apparatus
necessary to make it usable for grant purposes.

OHIM DIRECT COSTS:
DUI Checkpoint Supplies — On -scene supplies are needed to appropriately conduct sobriety checkpoints.
Items included are cones, checkpoint signage, safety vests (maximum 10), portable generator, lighting,
reflective banners, flares, PAS device supplies, portable heater, fan and canopy. Note: Additional items may
bepurchased if approved by OTS. The cost offood and beverages will not be reimbursed.
Educational Materials- Costs are included to purchase or develop, print and distribute educational materials
at public forums that inform the public on traffic safety. Items must include a traffic safety message, if space
is available, the OTS logo. Items may include brochures, pamphlets, fliers, coloring books, posters, signs,
banners, booklets and conference materials. Additional items may bepurchased if approved by OTS.
Printing/Duplication- Costs include the purchases of paper, production, printing and/or duplication of
materials associated with daily grant operations.

RESOLUTION NO. 2010-135
A RESOLUTION OF THE LODI CITY COUNCIL AUTHORIZING
THE LODI POLICE DEPARTMENT'S PARTICIPATION IN A TRAFFIC
INITIATIVE GRANT FUNDED BY THE STATE OF CALIFORNIA
OFFICE OF TRAFFIC SAFETY
WHEREAS, the State of California Office of Traffic Safety statistics show the City of Lodi has a
significant problem with alcohol- and speed -related fatal and injury collisions, including those involving
hit-and-run drivers and motorcyclists; and
WHEREAS, the Lodi Police Department is eligible to receive a $125,000 grant from the Office of
Traffic Safety to develop and implement a comprehensive traffic safety enforcement program to reduce
fatal and injury collisions where the primary collision factor is driving underthe influence or speed; and
WHEREAS, this comprehensive traffic safety enforcement program will also work to reduce
motorcycle involved fatal and injury collisions; and
WHEREAS, the Lodi Police Department will deploy existing officers on weekend and holiday
evenings for motorcycle and DUI saturation enforcement and will conduct eight DUI checkpoints during
the grant period, as well as conducting driver's license checks at all DUI checkpoints to address hit-and-
run collisions.
NOW, THEREFORE, BE IT RESOLVED that the Lodi City Council does hereby authorize City of
Lodi participation in a Traffic Initiative Grant Agreement between the State of California Office of Traffic
Safety and the Lodi Police Department, thereby accepting awarded funding in the amount of $125,000 to
the City to enhance traffic enforcement and education and purchase related materials.
