COUNCIL COMMUNICATION AGENDA TITLE: Accept Improvements Under Contract for Traffic Signal Modification Project at Church Street and Lockeford Street and at Elm Street and Ham Lane MEETING DATE: August 4, 2010 PREPARED BY: Public Works Director RECOMMENDEDACTION: Accept the improvements under the contract for the Traffic Signal Modification Project at Church Street and Lockeford Street and at Elm Street and Ham Lane. BACKGROUND INFORMATION: The contract for this project was executed with Tim Paxin's Pacific Excavation, Inc., of Elk Grove, on September 17, 2008, in the amount of $102,056. This project included the installation of larger cabinet foundations and replacing the existing signal cabinet, controller, and auxiliary equipment at Church Street and Lockeford Street and at Elm Street and Ham Lane. In addition, the project included the installation of a video vehicle and pedestrian detection system at Church Street and Lockeford Street. As part of this project, the City also purchased standardized signal controller/cabinet systems in accordancewith City Council's April 15, 1998 approval. At both intersections, the majority of the auxiliary equipmentwas obsolete and could no longer be serviced or repaired. This project is part of a City-wide program to replace obsolete traffic signal equipment and improve operations while reducing maintenance costs. The final contract price was unchanged from the original contract price of $102,056. Following acceptance by the City Council, as required by law, the City Engineerwill file a Notice of Completion with the County Recorder's office. The notice serves to notify vendors and subcontractors that the project is complete and begins their 30 -day period to file a stop notice requiring the City to withhold payments from the prime contractor in the event of a payment dispute. FISCAL IMPACT: This project provides cost savings by reducing the variety of obsolete equipment, maintenance and electrical costs. FUNDING AVAILABLE: Transportation DevelopmentAct (TDA)funds were used to cover the costs for this project. F.
