BACKGROUND INFORMATION: State law requires the Urban Water Management Plan (UWMP) be updated by all water suppliers every five years. The City Council adopted the current UWMP on March 15,2006. In November2009, the State enacted SB x7-7 which requires water suppliers to increase efficiency and water conservation. Because of these changes, the State released updated guidelines on October 1, 2010, with the final methodologies for calculating these water -reduction targets released in February 2011. The UWMP Guidebook for preparing the update was released by the State in March 2011. The due date for the submittal of the adopted 2010 UWMP Update was extended to August 1, 2011. On December 15,20 10, City Council approved an agreement with RMC Water and Environment, of Walnut Creek, to prepare the 2010 UWMP Update. Copies of the Draft 2010 UWMP Update were made available for public comment on June 2, 2011, and the public hearing was set at the July 6, 2011 Council meeting. The Plan outlines Lodi's historical and projected population, water supply and demand, water shortage contingencies, and demand management measures implemented by the City. This plan also addresses water use reduction targets being required by the State for reductions of 15 percent by 2015 and 20 percent by 2020. The City expects to meet the required water use reductions outlined in the UWMP Update of 223 gpcd (interim target) and 199gpcd (final target). RMC Water and Environmentwill give a presentation at the public hearing outlining the contents and findings of the Plan. In addition to any public comments received at the public hearing, the final plan will include non-substantiveedits responding to comments received internally. FISCAL IMPACT: By maintaining an updated Urban Water Management Plan in accordance with State requirements, the City of Lodi will remain eligible for Proposition 50 grant funding. The current update contains recently -revised guidelines for calculating water -reduction targets, which extended the submittal due date to August 1, 2011. This is the fifth update of Lodi's Urban Water Management Plan and was performed with the assistance of RMC Water and Environment. The adoption process requires a public hearing and adoption by Council; and WHEREAS, the Urban Water Management Plan outlines Lodi's historical and projected population, water supply and demand, water shortage contingencies, and demand management measures implemented by the City. This plan also addresses water use reduction targets being required by the State for reductions of 15 percent by 2015 and 20 percent by 2020. NOW, THEREFORE, BE IT RESOLVED that the Lodi City Council does hereby adopt the City of Lodi's 2010 Urban Water Management Plan Update on file in the Public Works Department. The UWMP documents the City's plans to ensure adequate water supplies to meet existing and future demands for water under a range of water supply conditions, including water shortages. This year, the UWMP also includes information related to the 20 percent by 2020 conservation requirement of the Water Conservation Bill of 2009. A summary of the UWMP, including the City's plans to achieve the 2020 conservation targets, will be presented at the public hearing. The draft 2010 UWMP is available for public review and written comments will be accepted from June 2, 2011 to August 3, 2011. The 2010 UWMP is available at the City's website: htto://www.lodi.nov/public works/water.html. A hard copy is also available for review at the City Clerk's office, located at 221 W.
