AGENDA TITLE: Adopt Resolution Authorizing City Managerto Execute and Submit Necessary
Paperwork and Claim Forms for Projects Funded by Measure K Bicycle Projects

RECOMMENDED ACTION: Adopt resolution authorizing City Manager to execute and submit
necessary paperwork and claim forms for projects funded by
Measure K bicycle projects.
BACKGROUND INFORMATION: The voters of San Joaquin County approved Measure K (MK), which
provides funding for transportation system improvements through a
one-half cent retail sales tax. One categorical allocation under
Measure K is the Bicycle, Pedestrian and Safe Routes to School
Program. This funding category provides both competitive and non-competitive funds.
The City of Lodi is eligible to receive competitive and non-competitive funds for bicycle projects through
the Measure K program. These projects can be used for various new bikeways construction projects,
including design, planning and implementation studies. The San Joaquin Council of Governments
requires that a claim form be signed and submitted by the City priorto receiving the funds.
Current City projects eligible for MK funding are Harney Lane at Reynolds Ranch Parkway, Elm Street
east of Hutchins Street and the updated Bicycle Master Plan.
FISCAL IMPACT: MK funding will reduce the obligation of Streets funds. MK non-competitive
funds in the amount of approximately $121,460 have been allocated to the
City of Lodi.

A RESOLUTION OF THE LODI CITY COUNCIL AUTHORIZING
CITY MANAGER TO EXECUTE AND SUBMIT NECESSARY
PAPERWORK AND CLAIM FORMS FOR ALL PROJECTS
FUNDED BY MEASURE K COMPETITIVE AND NOW
COMPETITIVE BICYCLE PROJECTS
WHEREAS, the voters of San Joaquin County approved Measure K, which
provides funding for transportation system improvements through a one-half cent retail
sales tax; and
WHEREAS, one categorical allocation under Measure K is the Bicycle,
Pedestrian and Safe Routes to School Program; and
WHEREAS, this funding category provides both competitive and non-competitive
funding for new bikeways construction projects, including design, planning and
implementation studies; and
WHEREAS, the San Joaquin Council of Governments requires a Resolution
authorizing the City Managerto sign claim forms on behalf of the City of Lodi; and
WHEREAS, the City of Lodi will use their allocated Measure K Competitive and
Non -Competitive Bicycle, Pedestrian and Safe Routes to School Program funds to fund
new bikeways construction projects, including design, planning and implementation
studies.
NOW, THEREFORE, BE IT RESOLVED that the Lodi City Council does hereby
authorize the City Managerto execute and submit necessary paperwork and claim forms
for all projects funded by the Measure K Competitive and Non -Competitive Bicycle,
Pedestrian and Safe Routesto School Program.
