BACKGROUND INFORMATION: The Federal Highway Ad ministration (FHWA) identifies functional classification as a key element in planning highway and roadway systems, determiningjurisdictional responsibility, and developing fiscal planning. The City of Lodi is responsible for periodically updating the map. The functional classification system map includes the urban city boundaries, local streets, and streets functionally classified as urban principal arterial, minor arterial, and collector. The designation and classification of the streets are based on the guidelines established by FHWA. The roadways are grouped into various classifications based on traffic characteristics such as vehicle speeds, uninterrupted distance, and land -access control. When available, federal funds are used on functional classified roadways. In addition, speed limits are set on streets designated with functional classifications and established by the Engineering and Traffic Survey for radar enforcement, in accordance with the California Vehicle Code. As shown on Exhibit A, staff recommends adding Turner Road east of Cluff Avenue, Guild Avenue, and Reynolds Ranch Parkway to the functional classification map. These street segments have been annexed into the City since the previous functional classification update in 1999. Following Council approval of the updated map, City staff will forward the recommended changes to the Caltrans District 10 coordinator for approval. The Caltrans District 10 coordinator and San Joaquin Council of Governmentwill provide concurrence letters to Caltrans Headquarters, and then, Caltrans Headquarters will present the proposed changes to FHWA for approval.
