After staff reports/findings and recommendations, ranger and public presentations and discussion by the Commission, it was recommended by the Commission that the rangers not be armed but provided bullet- proof vests. As stated, this was the recommendation from the Commission to the Council on this issue. (The vote was 4-1 with Mr. Johnson voting no.)
