AT&T has filed an application with the California Public
Utilities Commission to unbundle its Voice Grade Private
Line (Series 1000, 2000 & 3000 Channel Services) and
Foreign Exchange services between the local access segment
(Local Channel) and AT&T's network services segment,
(Interoffice Channel) .
Generally, the rate for the Local Channel will increase
while the Interoffice Channel price will decrease. The
overall impact on an individual customer bill will depend
upon the customer's particular circuit configuration.

has filed an application with the California Public Utilities
Commission ("Commission") asking for the authority to change
prices and introduce new services on the same basis as its
competitors.
Through a series of price decreases, AT&T has exhausted the
initial pricing flexibility granted by the Commission in
December, 1988. AT&T is now seeking the same regulatory
flexibility that its competitors enjoy regarding price changes
and new service offerings. AT&T's competitors are currently
allowed to change prices, up or down, and introduce new services
through the advice letter process on five days' notice.
ATbT proposes to price all services above Long Run Incremental
Cost and to maintain virtually all of the commitments to the
interLATA marketplace included in the Commission's initial
pricing flexibility order (D.88-12-091). AT&T also proposes in
its application that the Commission continue the comprehensive
monitoring plan established in D.88-12-091.
If the Commission adopts AT&T's proposal, there will be no
immediate effect on your ATbT bill since there is no automatic
increase or decrease in AT&T's intrastate prices associated with
this application. Rather, AT&T is requesting authority to
adjust prices and introduce new services using the same
procedures as its competitors.
The Commission staff will review AT&T's application and may
propose changes to the request AT&T has made. The Commission
staff consists of engineers, accountants, economists and
attorneys who will evaluate this proposal and present their
analyses and recommendations to the Commission. Other
interested parties may also make recommendations. Although a
variety of proposals may be submitted, the Final determination
will be made by the Commission.
